(214) 819-7234. The U.S. Postal Service is soliciting prequalification
statements from prime contractors interested in being placed on a
prequalified contractors list for construction of new facility and/or
expansion projects of existing owned or leased facilities in the State
of Texas. No fewer than three of the most highly qualified prime
contractors will be placed on the prequalified contractors list. The
list will remain effective for one year from notification of placement
on the list. There will be two (2) one year options to extend the
expiration date of the list. Solicited contractors will be requested to
submit cost proposals for projects which will be staggered throughout
the year. Contractors will have the option to submit a cost proposal on
one or all of the projects, however, firms determined to be
nonresponsive at the end of each year (no cost proposals submitted on
any projects for one year) may be removed from the list. The Postal
Service reserves the right to delete from the list any contractor who
isno longer deemed to be responsible or is otherwise ineligible to
receive a contract award. In the event the number of prequalified
contractors is not sufficient to ensure adequate competition, the
Postal Service reserves the right to add contractors who will be
eligible to receive solicitations for the remaining projects.
Interested prime contractors may obtain a prequalification package at
no cost by submitting a written request to Mary-Ellen Bothwell at the
Dallas Facilities Service Office, U.S. Postal Service, P.O. Box 66718O,
Dallas, TX 75266-7180. The prequalification package will be sent by
mail to firms that request it; it will not be faxed to the firms. The
primary evaluation factors that will be considered are: Postal
construction or comparable construction experience; references from
past clients with active references; financial stability -- firms must
demonstrate adequate financial resources to accomplish the proposed
contracts, capacity, i.e., current workload compared to company
resources asindicated by uncommitted bonding capacity, staffing, and
other company resources needed to successfully complete the proposed
projects; project management and staffing; company organization --
firms must demonstrate adequate experience, accounting and operation
controls, technical skills, and production and property controls to
accomplish the proposed projects. The secondary evaluation factors that
will be considered, and of equal importance are: minority enterprise
(MBE) participation and commitment, judgments, claims, and lawsuit,
safety program, quality program. The Postal Service reserves the right
to modify the solicitation process if inadequate competition is
received. Prequalification statements will not be returned. Interested
firms are encouraged to submit their prequalification statements via
U.S. Postal Service methods (Express Mail, First Class, Priority Mail).
