Joint Program Office intends to award, on a competitive basis, Phase II
of the Global Broadcast Service (GBS). GBS is a worldwide, high
throughput broadcast (one-way) service, providing data and video
products that support a smart push and user pull (using external
communications) paradigms. GBS is part of the MILSATCOM architecture
and an extension of the Defense Information Infrastructure (DII). GBS
will be acquired in three phases; Phase I is a CONUS test bed for
demonstration and CONOPS development and is currently in place, Phase
II is an interim capability utilizing a low cost space segment
consisting of modified UHF Follow-on (UFO) satellites and commercial
satellite augmentation for near worldwide coverage, Phase III is a
higher capacity system providing global coverage proposed for fielding
in 2006. For Phase II, a single contract will be awarded for Total
System Performance Responsibility (TSPR). The TSPR contractor will be
responsible for end-to-end system integration and performance,
integration with user applications and the DII, and other engineering
functions. The TSPR contractor will also provide all necessary ground
hardware and software, install both transmit and receive sites, operate
and maintain the transmit sites, and provide logistics support for
receive sites and users. The contractor will deliver a limited
capability in time to support the launches of UFO-8 (Feb 98) and UFO-9
(Aug 98). By the launch of UFO 10 (Feb 99) the contractor is to
deliver a system meeting the System Requirements Document (SRD)
threshold requirements including upgrade of the equipment supporting
UFO-8 and UFO-9. The contract will also require continuing evolution of
the GBS hardware and software over the contract period to enhance GBS
capability through improved communications security devices, support
for DARPA's Battlefield Awareness and Data Dissemination Advanced
Concept Technology Demonstration (ACTD) technology insertion,
accommodations for advances in commercial broadcast technology,
upgrades for improved throughput, support for user applications, and
improved user control of broadcast information content. The proposed
effort involves work at a classification level of SECRET-CRYPTO. A
Request for Proposal (RFP) will be released approximately 9 May 97, and
will be available electronically on the GBS World Wide Web site at
Http://www.laafb.af.mil/SMC/MC/gbs. Hard copies will be sent only upon
written request to the Contracting Officer, Mr Joseph P. Schleifer, at
SMC/MCKB, MILSATCOM Joint Program Office, 2420 Vela Way Suite 1467-A8,
El Segundo, CA 90245-4659. A Cost Plus Award Fee (CPAF) contract is
contemplated. The contract will have a period of performance of
approximately six years, plus options which may extend the contract up
to an additional three years. The proposed effort is contemplated to

this notice. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the solicitation phase. The
purpose of the Ombudsman is not to diminish the authority of the
Program Manager or Contracting Officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When required, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
