The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70462, the provisions and clauses incorporated are those in effect through Federal Acquisitions Circular #90-45. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business-Small Purchase Set-Aside. The Standard Industrial Classification Code is 3826 and the Business Size standard is 500 employees. This will be a Firm-Fixed price contract. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Molecular Dynamics for the following: One (1) each, Flourimager 595 & Pentium Workstation Model Number 585-PC-WKSTN. This item is described as follows: Complete 220v fluorescence imaging system including 488mm and 514mm laser excitation. Glass tray, extended tray and microplate tray are included. Internal 515mm long pass filter included with four selectable emission filters for multiple color applications. Includes ImageQuant for Windows NT, scan control for use with Windows NT, FlourImager system software, SCSI cable, and User's Manual. One year warranty begins date of shipment. Workstation Consists of Pentium Pro 200 MHX mini tower, 32MB EDO RAM, 2.0GB or larger EIDE hard drive, 8x or faster IDE CD-ROM drive, 17" monitor, SVGA 2MB video adapter, 3Com 10/100 Base TX Fast Ethernet adapter, Windows NT 3.51 with 4.0 upgrade coupon, MS Office Pro, ImageQuant for Windows NT software. The FBI currently owns a Flourimager Model #575-120 bought on General Services Administration Contract Number GS-24F-1213C in March of 1995. This piece of equipment is being offered for trade-in in the acquisition of the new FlourImager System. The FBI is negotiating on a sole source bases to maintain continuity and compatibility with the DNA data generated over the previous years with the FlourImager SI. This system is to be installed in the FBI Laboratory located in Quantico, VA. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not for competitive proposals.
