combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #70187, the provisions and clauses incorporated are
those in effect through Federal Acquisitions Circular #90-44. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification (SIC) Code is 3821 and the Business Size standard is 500
employees. This will be a Firm-Fixed price contract for a video
measuring microscope system. The system shall consist of the following:
A high resolution digital color video camera with a minimum pixel array
of 768 X 494. A motor driven, 5:1 zoom lens (or greater) with software
driven autocalibration. The optics shall allow a magnification range
of at least 14X-250X with the use of adapters. There shall be an
autofocus capability. System software shall operate under a Windows or
Windows 95 operating environment and shall include: Image storage,
overlay, comparison and print capabilities. Image storage shall be
possible in standard formats including GIF, TIF, JPG, TGA, and BMP.
Live video display on computer monitor. Computer generated, calibrated
targets to allow accurate alignment of features and edges to optical
centerline. General purpose dimensional measurement software with icon
driven measurement capabilities and will be CAD compatable. Self
optimizing edge analysis. Control of the light source(s) back to
settings previous selected by the operator. On-line "Help" functions.
Detailed software and system manuals shalll be supplied. Capability for
software driven, automated part measurement. System workstation shall
be an IBM compatable computer with a Pentium computer with a 133 MHz or
faster CPU. It will include at least 16MB RAM, 1.44MB floppy drive, 1G
hard drive, two serial ports, one parallel port and a 17" or larger,
high resolution SVGA monitor and graphics card. The system will allow
for the attachment of a color video printer allowing hard copy
documentation of video images. System stage: Precision mechanical
bearing XYZ stage with DC servomotor drives and three axis joystick
control. The measuring stage shall have travel distances of at least 12
inches in the x-direction, 6 inches in the y-direction, 8 inches in the
z-direction and shall be capable of supporting loads of at least thirty
pounds without damage or loss of function. The system will have a
measuring accuracy of at least U95= (3 +L/125) microns in the X-Y plane
and U95= (5 +L/150) microns in Z-direction. (Where L=measuring length
in millimeters and measured at 20oC and 200X magnification.) The system
shall include at least the following types of light sources: Backlight
with at least a 100 watthalogen light source and variable intensity
transformer. Coaxial Frontlight with at least a 100 watt halogen light
source and variable intensity transformer. A multiring/multisector LED
(light emitting diode) light source allowing uniform, multiple angle
incident illumination with respect to the z-axis (multiring) and
multiple direction illumination with respect to the x-y plane
(multisector). The light source will have a minimum of eight rings and
eight sectors. A workstation will be supplied which shall include a
granite base, sit down stand, and a separate control station for
location of computer and accessories. The system will be installed by
the supplier. The supplier of the system will be responsible for
training Laboratory personnel how to properly operate the new system.
The system will include a one year warranty. This system is to be
installed in the FBI Laboratory located in Washington, DC. The
following FAR clauses are incorporated by reference and apply to this
acquisition: FAR 52.212-4 Contract Terms and Conditions-Commercial
Items (Oct 1995). Each offeror shall include a completed copy of the
FAR provisions at 52.212-3, Offeror Representation and Certifications
(Mar 1996) with its offer. All responsible sources may submit a
quotation which, if timely received, shall be considered by the agency.
Government will award to the responsible offeror whose offer conforming
to this solicitation will be most advantageous to the government, price
and other factors considered. Offerors will be evaluated in accordance
with FAR 52.212-2, Evaluation-Commercial Items (Oct 1995). The
following factors shall be used to evaluate offers: Technical Spec, and
Price in descending order of importance. All bids shall be submitted to
the address listed on line number seven no later than 4:30 p.m. EST,
