Undersea Warfare Center Division Newport, RI is announcing an
unrestricted competitive acquisition for one (1) six axis motion table
meeting the performance requirements of the solicitation. The table
surface shall nominally measure at least six feet by six feet and
designed to operate with a maximum load of 2,000 pounds. The motion
table design shall have an integrated control system. The control
system shall be capable of controlling the operation of the motion,
generate various table mot ions, input and replicate recorded motion
data and record motion table data. The motion table to be procured will
be used to test submarine mast and periscope sensors (communications
antennas, optical sensors, etc.) under simulated at-sea environments.
The motion table will be used to simulate both submarine dynamics
(pitch, roll, yaw, heave, surge, and sway), as well as, bending moments
imparted to the mast/sensors by greenwater loading, waveslap and vortex
shedding. These motions can be simple in natur e(single axis motion) or
complex (a combination of some or all of the possible motions). Various
submarine sensor systems are designed to compensate for the dynamic
motions of the platform such that correct pointing and tracking of
sensor/antenna systems can be accomplished. The motion table will be
used to assess the ability of various submarine sensor systems to
compensate for the dynamic motions. Submarine sensor system assessment
will be accomplished by mounting the various sensors to the motion
tabl e and performing operational tests (i.e. communication with a
space based satellite or optical tracking of targets. The motion table
is to be located on the roof (specially re-enforced for this purpose)
of a one story building located on a waterfront pier. This system will
be operated during periods of moderately cold and hot temperatures,
light rain, as well as, nominal conditions. When not in use the motion
table and related components will be enclosed by a protective cover
(to be provided by the Gover nment). The facility will provide power,
safety protection features, and hazardous waste containment provisions.
The solicitation will contain provisions for contract line item
options, which are anticipated to be organized as follows, and which
shall be purchased when funding becomes available. 0001 Structure

Documentation Any company that is interested in this requirement is
invited to request a copy of this solicitation which provides more
detailed information and additional specifications. If the company,
after reviewing the solicitation, believes it has the capability to
meet the Government's minimum specifications, it may submit a proposal
which must contain technical and cost data which shall be reviewed by
the Government. Evaluation of offers and award of contract shall be
accomplished on a "Best Value" basis. Compan ies which had previously
