This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. This is a simplified
acquisition issued as a request for quotation (RFQ), number
SSA-RFQ-97-3030. This request for quotation and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46. All responsible business sources may submit an offer which shall
be considered by the agency. The standard industrial classification
(SIC) code for this acquisition is 3861. The small business size
standard is 500 employees. REQUIREMENT: 50 inch rolls of 50 pound
offset paper for Roll Systems Laser-sheeter Paper Feeder to Xerox 4135
Production Printers. Paper shall be pinless and perfless xerographic
grade, white, brightness 78-80, 6 inch cores, spliceless
45,000—50,000 feet in length. The government intends to award a
firm-fixed price, requirements contract with base year and four option
years. ESTIMATED QUANTITY OF ROLLS: 1,300 rolls for the base year.
Option years one, two, three and four will require approx 1,200 rolls
per year. ROLL SPECS: 50 inch in diameter rolls, moisture content, 4.2%
to 5.0% uniform throughout roll, Roll width: 8.5 inches plus/minus .015
inch, Core size: 6 inches, Spliceless (no mends, no splices), Pallets:
Palletized upright on 36 inch X 52 inch X 5.25 inch pallets. All rolls
on pallets must be rewound in the same direction. Each pallet load is
to be shrink-wrapped to stabilize the load. DELIVERY: approximately 60
rolls every two weeks. First shipment within 10 days after award of
contract. The items shall be delivered F.O.B. destination to either or
both of the following locations as specified on each delivery order:
Social Security Administration, Receiving Clerk, Middle River
Warehouse, 2800 Eastern Blvd., Baltimore, Maryland 22120 or Social
Security Administration, Receiving Clerk, National Computer Center,
6201 Security Blvd., Baltimore, Maryland 21235. The Social Security
Item Control Number 578904, contract number, and delivery order number
must be printed on all cartons. Delivery of all shipments shall be
made between the hours of 8:00 A.M. and 3:00 P.M., Monday through
Friday, excluding Saturday, Sunday and all Federal holidays. ISSUANCE
OF DELIVERY ORDERS: All supplies required under this contract shall be
ordered by issuance of delivery orders against the simplified
acquisition. No supplies shall be provided beyond the quantities
specified in the written delivery order unless or until a modification
or new delivery order is issued by the contracting officer. INVOICE:
Vendor must indicate on the invoice the number of the delivery for SSA
billing, ie. the invoice for the first 60 rolls "Delivery #1",second
invoice would have "Delivery #2" for each separate delivery order. FAR
Clause 52.212-1, "Instructions to Offerors -- Commercial Items", is
incorporated by reference on page 1 of the Solicitation/Contract/Order
for Commercial Items, for SF-1449. There are no addendums to these
provisions. The provisions at FAR Part 52.212-2, Evaluation --
Commercial Items apply to this acquisition. The Government will award
a contract resulting from this request for quotation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. To
be considered for award under this solicitation, offerors must offer
a firm, fixed unit and total price for the required line items, for
base year and option years. EVALUATION CRITERIA: The offers will be
evaluated to assess compliance with the specifications set forth in
this solicitation and to determine the reasonableness of the offered
pricing for both the base year and the option years. The Government
will evaluate offers for award purposes by adding the total price for
all options to the total price for the basic requirement. Evaluation of
options will not obligate the Government to exercise the options. AWARD
IN AGGREGATE: The award of any contract as a result of this
solicitation will be made in the aggregate. Offerors must quote on all
items in the request for quotation. Failure to quote on any item shall
be cause for rejection of the offer as being nonresponsive. The total
evaluated price will be based on the unit prices for each item
multiplied by the estimated quantity. All the individual totals will be
added to obtain a grand total. In event of a tie, award will be made to
the vendor offering the greatest percentage of recovered materials. The
offeror must certify what the percentage of total material utilized in
the makeup of this item, is recovered materials. A written notice of
award or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
quote, shall result in a binding contract without further action by
either party. Offerors are advised to include a completed copy of the
provision at FAR Part 52.212-3 Offeror Representations and
Certifications -- Commercial Items, with their quote. The provisions at
FAR Part 52.212-4, Contract Terms and Condition -- Commercial Items
apply to this acquisition. There are no addendums to these provisions.
The following provisions at FAR Part 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders)-Commercial Items apply to this acquisition: (a) (1),(a) (2),
and (b) (1) through (3), and (6) through (9) and (11). Offers in
response to this RFQ shall be submitted by May 12, 1997, 3:00 P.M.
