Institute of Standards and Technology (NIST), Industrial Partnerships
Program, intends to procure the services of Roscoe V. Parker, Jr.,
Silver Spring, Maryland, for a period of 177 calendar days. This is a
small business, minority owned, set aside. This period will commence
three calendar days after contract award and end 177 calendar days
after the day services commence. The Contractor shall provide a broad
range of Patent Process Management services which include, but are not
limited to: 1) work with NIST legal to accomplish timely rights
determinations; 2) quality control and review work of contracted law
firms; 3) jointly review each CRADA/Licensing Officer's (CLOs) patent
portfolio and apprise CLO of status; 4) update CLOs on important PTO
Office Actions; 5) work with CLOs, inventors, law firms, NIST legal
office, and patent assistant to promptly process new, existing, and
provisional applications, power of attorney, PCTs, foreign filings, and
other PTO office actions; 6) ensure timely completion of patent
reports. The Contractor shall provide a Key Personnel that shall meet
the following qualifications: Bachelors Degree in Mechanical
Engineering; Five years experience as a Primary Patent Examiner; and,
Five years experience working in the mechanical arts in areas of:
Classes -- 285 Pipe Joints and Couplings; 7 Compound Tools; 145
Woodworking Tools; 306 Tool Handle Fastenings; 30 Cutlery; 81 Tools;
254 Pushing and Pulling; 279 Chucks and Sockets; 76 Metal Tools and
Implements, Making; and, 51 Abrading -- the Key Personnel shall have at
least 3 years experience in each of these areas throughout the five
year period. In addition, the Key Personnel shall have 3 years direct
experience guiding inventors through the Patent Process. The
Contractor's Key Personnel shall work at the following location:
National Institute of Standards and Technology, Building 820, Room 205,
Gaithersburg, Maryland 20899. The Contractor shall designate the number
of hours, dates, and actual time that the workshall be performed.
However, under no circumstance shall the Contractor's Key Personnel
begin working before 7:00 am or work after 6:30 pm. In addition, the
Contractor shall not work on Saturdays, Sundays, or Federal Holidays
which occur during the 177 calendar days. The Government shall make the
following items available to the Contractor in the performance of this
contract: a work area (space); a desk; a chair; a telephone; a
computer; a printer; access to a copier; and, access to a fax machine.
No solicitation will be issued. Requests for a copy of a solicitation
package for this acquisition will be disregarded. In accordance with
FAR 5.207(e)(3), Numbered Note 22 DOES NOT APPLY. Numbered Note 1 and
