Technology Advisors and Investment Corporation shall perform management, integration and coordination activities to assist the Department of Energy's Office of Energy Efficiency and Renewable Energy (EE/RE), Office of Industrial Technologies (OIT) in the development of E2/FINANCE software tool. The contractor possesses unique skills required to perform this particular task. The verity that the contractor has twenty years of experience and having worked for the Department of Energy has contributed to his specialized work experience. The work experience includes extensive work in the field of analytical applications to understand financial aspects of energy efficiency projects in industry, performance of a broad national survey of software tools available for energy efficiency financial analysis, negotiations and management of the initial development of the software tool by Tellus Institute based on previous work performed for other government agencies, and management of the first round of Beta Test activities on the tool. His years of experience in analyzing energy efficiency projects and efforts in the initial activities to develop E2/FINANCE make the contractor uniquely qualified to perform this continuing effort. Any other source would be required to review documentation of the software prior to performing the task, and the delay would cost additional dollars and require unnecessary hold up in project completion (0112)
