302-677-5207 This requirement consists of, but is not limited to, a
broad range of maintenance, repair, and minor construction projects at
Dover AFB, Delaware, including the military family housing areas. The
work is required in support of 436 SPTG/CE, Base Civil Engineer (BCE)
activities at Dover AFB, Delaware. The resulting contract will be a
fixed-price, indefinite quantity/indefinite delivery contract and will
include a wide variety of individual construction tasks, including,
but not limited to those items identified in the latest edition of the
Means Facilities Cost Data published by R.S.Means Company, Inc., P. O.
Box 800, 100 Construction Plaza, Kingston MA 02364-0800, 617-585-7880.
The estimating system to be used shall be Pulsar Estimating Systems,
Inc., P. O. Box 1301, Forestdale MA 02644-1301, 800-967-8572, or
approved equal. During the contract period, the BCE will identify
requirements by providing a simple statement of work,
sketches/drawings/pictures, etc. The Contracting Officer will negotiate
and issue individual delivery orders to the contractor to complete the
projects. The contractor will be required to furnish design,
materials, equipment, and personnel necessary to manage and accomplish
the projects. The contractor shall have the capability of receiving,
updating and submitting drawings by using Autodesk, AutoCAD Release 13.
The contractor will be required to maintain a management office on
Dover AFB, Delaware, in order to receive delivery orders and provide
all management services related to accomplishing individual projects.
Projects will vary in size and complexity. The projects will include
tasks in a variety of trades including, but not limited to, site work,
concrete, masonry, metals, wood and plastics, thermal and moisture
protection, doors and windows, finishes, specialties, equipment,
special construction, conveying systems, mechanical, electrical, and
abatement of hazardous material. The contractor shall perform at a
minimum, 15 percent of all negotiated construction tasks (measured in
dollars), with the company's in-house work force. Delivery orders may
be issued ranging between $2,000.00 and $500,000.00; however, the
average delivery order amount is estimated to be between $150,000.00
and $200,000.00. The contractor shall be fully operational and capable
of immediately starting work on any requirement within 30 days from
date of award. The performance period is estimated to be from 1 Nov 97
(or date of contract award) through 31 Oct 98 with four 12 month
option periods which may be exercised at the Government's option. The
minimum amount of work required under the contract, to be initiated by
one or more delivery orders, will not be less than $600,000.00. The
not-to-exceed dollar value per contract period will be $6,000,00.00.
Competition is restricted to 8(a) firms registered with the Small
Business Administration (SBA) in the Standard Industrial Code (SIC)
1542 (size standard $17,000,000.00). The SBA Requirement No. is
7700-97-700855. Eligibility of the firm as an 8(a) concern will
bedetermined by the SBA as of the time of submission of initial offers
which includes price. All firms must register in the Central
Contractor Registration (CCR) in order to receive award. The estimated
issue date for the solicitation is 6 Jun 97. Requests for the
