COMMERCE BUSINESS DAILY ISSUE OF APRIL 25,1997 PSA#1832US Army, CECOM Acquisition Center, Ft. Monmouth, New Jersey 07703-5008 58 -- MARKET SURVEY FOR ENGINEERING/FIELD SUPPORT SERVICES OF SINCGARS
MANAGED PROGRAMS DUE 050997 POC Point of Contact -- MS. MARLENE BASCOM,
Contract Specialist, 908-532-2766. Contracting Officer -- HOMER
O'KREPKI, 908-532-4840. E-MAIL: ENGINEERING/FIELD SUPPORT SERVICES,
bascom@doim6.monmouth.army.mil. This is a market survey conducted by
the Department of the Army to determine the existence of additional
sources for a follow-up contract for engineering/field support services
provided to the SINCGARS Radio Systems. An urgent requirement now
exists for the xontinuation of these current supporting servides which
are being provided to the Government by ITT Aerospace/Communications
Division, Fort Wayne, IN; under contract DAAB07-95-C-C501. The
continued engineering/field support is required for both production and
developmental efforts involving the SINCGARS Ground System Improvement
Program (SIP) to include the Internet Controller Card (INC), Airborne
SIP, Ground Product Improved, (PI), Ground Intergrated Communications
Security(ICOM)and Airborne ICOM versions. These dfforts are in support
of equipment developed and produced under contracts DAAB07-84-C-K503,
DAAB07-85-C-K561,and DAAB07-96-C-C501 by ITT A/CD. These support
services include systems engineering support and management, program
management totime and materials supplied under these services,
responses to requests from the directives, all of which shall be
performed with minimal Goverment assistance and data. Accordingly, the
perspective contractor would require an in-depth knowledge and
understanding of the design and capabilities of the SINCGARS Radio
Systems. Specific knowledge of the Army's Tactical Internet(TI)
architecture and how it relates to the SINCGARS SIP, INC and its
emerging software changes to accommodate TI maturation are extremely
important. The Government does not possess configuration control of the
necessary documentation and system level drawings for the Airborne SIP
nor the Lightweight SIP(LSIP). Therefore, at this time a complete
technical data package does not exist to support this acquisition. This
notice is not a request for bid or proposals. All responses either
written or verbal, to the announcement, should be forwarded to PM TRCS,
Attention Mr.Dominic Satili, (908)532-2521, no later than 9 MaY 1997.
