synopsis/solicitation will be accomplished in accordance with the Small
Purchase Procedures and Federal Acquisition Circular 90-45. The
associated standard industrial classification code (SIC) is 3827. This
action is restricted as a 100% small business set-aside. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation package will not be issued.
Solicitation number 97-Q-11 is issued as a request for quotation (RFQ).
All references to "offers" are understood to be "quotations". The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. Award will be
made to one offeror who fully meets requirements for the optical
equipment and support services. This is a Firm Fixed Price requirement.
CLIN-0001, F5001B, Night Vision Goggle, (PVS-7), Law Enforcement,
Quantity eleven (11) each; CLIN-0002, F5001BM, NIght Vision Binocular
(PVS-7 Modified), Law Enforcement, Quantity Four (4) each; CLIN-0003,
ST52075, Star-Tron, LR-170MM Catadioptric Lens w/6X Power Adapter,
Quantity four (4) each; CLIN-0004, Binocular Padded Shoulder Strap,
Quantity Four (4) each; CLIN-0005, Operational Training and Twenty-four
(24) Hour Technical Support included at no additional cost. The
Contractor shall deliver the complete quantity: (i) F.O.B.
Desitination; (ii) within thirty (30) days ARO; (iii) training: The
Secret Service will notify the Contractor of time and location for
operational training; (iv) delivery shall be made to: U.S. Secret
Service, Office of Protective Operations, Office of the Assistant
Director, Suite 810, 1800 G Street, NW, Washington, DC 20223. The
Contracting Officer is not responsible for locating any information not
identified in the quote and reasonably available. Inspection and
acceptance shall be at destination. The Government intends to award a
contract, to the responsible offeror whose quotation conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors will be used to
evaluate quotations: (1) technical proficiency and (2) price. Technical
proficiency is of more importance than price in terms of evaluation.
The Government anticipates an award date of May 14, 1997. All
responsible offerors shall mail quotes to U.S. Secret Service,
Procurement Division, Suite 730, 1310 L Street, NW, Washington, DC
20005, Attn: Nellie Potocki-Reeves, 202/435-6940. Quotes shall be
received no later than 3:00 p.m., Eastern Daylight Savings Time on 9
May 1997. Please note: Quotes submitted by FAX will not be accepted.
The Government will not be responsible for any costs in the preparation
of responses to this announcement. Please see numbered Notes 1 and 26.
