synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for offer (RFQ). Submit offers (no oral ones), on requisition
F41636-97-TA708. This procurement is restricted to Small business
concerns. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
Standard Industrial Code 2399. Furnish, (30 Each) brand name Butler
Parachute Systems Inc. Part Number 101-142203/0.5(CWA)XTC-500,
Parachute, both emergency back, backstyle personnel parachute (harness,
container risers) with a XTC 500 series canopy, Size 14"Wx22"Hx2"T,
color Charcoal gray, with black trim (Pack). Parachute will comply with
FAA TSO C23c category B or TSO C23d with a minimum of 254 pounds fully
equipped and 150 knot certification. Certification Documents will be
submitted with proposals. These documents ensure the proposed parachute
meets aircraft speed and aircrew weight requirements and shall fit the
range of aircrews. The T-3 Aircraft seat has no adjustments. Cushions
are the only method to change seating accommodations. Additionally,
the parachute will be equipped with Capewell canopy releases and
adjustable chest and leg straps with B-12 securing snaps. The parachute
shall have a maximum rate of descent of 20 feet per second with a 254
LB fully equipped load at sea level, and a hands-off glide ratio of no
more than 1:1. The Canopy shall be made of orange material for
signaling purposes. Partial shipments are acceptable and chutes must be
unpacked when delivered. Delivery: 60 days after award. FOB:
Destination for delivery is: 3rd TFS 2320 Andrews Ave., Building 7450
Room #3 or 5, Lackland AFB Tx., 78236-5201. The provisions at FAR

this acquisition. The provisions at FAR 52.212-2, Evaluation --
Commercial items, applies to this solicitation. The clause at FAR
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items, applies to this solicitation.
Specifically the following clauses, cited are applicable to this
solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35,
Affirmative Action for special disabled and Vietnam ERA Veterans; FAR
52.222-36, Affirmative Action for Handicapped Workers. The clause at
DFARS 252.212-7001, Contract Terms and Conditions required to implement
Statues or Executive Orders applicable to Defense Acquisition of
Commercial Items, applies to this solicitation. Specifically the
following clauses, cited are applicable to this solicitation; DFARS
252.225-7001, Buy American Act and Balance of Payment Program. Offerors
must include with their offer a completed copy of the provisions at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, and DFARS 252-212-7000, Offerors and Representations and
Certifications -- Commercial Items, applies to this solicitation. Award
will be based on lowest price, responsible offer. Offers must be sent
in writing to the POC indicated above. Offers (in writing), are
required to be submitted no later than 4:00PM (CST), 8 MAY 97,
acceptance must be good for 60 days. Award will be made by 13 MAY 97.
