Contracting (DoC), Aberdeen Proving Ground (APG), is soliciting
concepts for innovative research and development projects. The mission
area included for these projects is: Defense and National
Infrastructure Protection. This mission area is made up of:
Infrastructure and Nodal Analysis; Technology Assessment; Vulnerability
Assessment and Risk Analysis; Threat Support; Protective Measures; and
Contingency Planning. DoC is the procuring office for the Office of
Special Technology, located in Fort Washington, MD, who is the program
office sponsoring this mission area. The information in this
announcement, along with the information in the Broad Agency
Announcement (BAA) package (that contractors must request), constitutes
a solicitation of concepts from those offerors capable of satisfying
the government's needs. The government encourages non-profit
organizations, educational institutions, small businesses, small
disadvantaged businesses, government laboratories, and HBCU/MIs to
submit research concepts for consideration. The BAA selection process
will be conducted in two phases. The Phase I submission shall be a one
page vugraph chart, backed up by a ten page (maximum) white paper. The
Phase I submittal shall be due no later than 30 days from the issue
date of the BAA package. Phase I concepts received after that date will
not be considered by the government. Phase II will include those
offerors selected for continued evaluation by the government, who will
be invited to submit a 50 page (maximum) full proposal concept.
Potential offerors are encouraged to request the BAA package from DoC
as soon as possible to ensure compliance with the Phase I submittal
deadline. Potential offerors must obtain the BAA package itself,
DAAD05-97-T-1673, which describes the process for concept
submission/evaluation. This BAA is available upon written or facsimile
request to the Bid Clerk at APG. The request shall include
organization name, mailing address, and BAA number (DAAD05-97-T-1673).
If the offerors wishes to have the BAA package sent by overnight mail,
they are requested to provide their shipping account number for use by
