MATERIALS. SOL WS 97-02 POC Ms. Marva Lucas, Buyer, PL/PKWA,
505-846-4626 17. The Phillips Laboratory is interested in receiving
proposals on the research effort as described. This synopsis is issued
to request proposals for investigation of intense electromagnetic
transient event response phenomenon with ponderable dielectric media,
and theoretical and experimental studies of fast switching physics. PL
plans to award one or more contracts each with an estimated amount of
$165,000 for three years and each contract may have a two year option
estimated at $110,000. The Government reserves the right to make award
on any type contract. Grant, Cooperative Agreement, or other
transaction it determines appropriate. Amount of awards and period of
performance are estimates only, intended to assist offerors in scoping
proposals that are realistic in terms of funding. The proposals will
be evaluated by government technical personnel in accordance with the
following evaluation criteria listed in descending order of importance:
1. The overall scientific and technical merits of the proposal,
including resumes, capabilities and related experience, facilities,
techniques or unique combinations of these which are integral factors
for achieving proposal objectives; and 2. Importance to PL/WSQW
programs; and 3. Availability of funds; and 4. Cost realism and
reasonableness No further evaluation criteria will be used in selecting
the proposals. PL reserves the right to select for award any, all, part
or none of the proposals received in response to this announcement,
subject to the availability of funds. PROPOSAL PREPARATION
INSTRUCTIONS.: Technical Proposal: The technical proposals shall
include a statement of work detailing the technical tasks to be
accomplished under the proposed effort, suitable for incorporation in
the award; a description of relevant previous work and resumes of the
principal investigator and other senior scientific personnel proposed
on the effort; and a description of facilities and equipment to be
used. The technical proposal shall be limited to 20 pages using
12characters per inch or 10 point pitch serif font or larger type,
double spaced, single-sided, 8.5 by 11 inch pages. Page limitation
includes all information (except resumes and cost proposal) relevant to
the technical proposal. Cost proposal: Cost proposals should be
prepared in accordance with PL cost preparation. Instructions for
preparation of cost proposal are available under "Additional
Information" at the following PL web site,

is necessary for the Government to perform a cost realism analysis.
General: Announcement is open for 90 days from date of publication of
this CBD advertisement. Submit proposals in writing to Ms. Marva Lucas,
PL/PKWA 2251 Maxwell Ave. SE, Kirtland AFB NM 87117-5773. Proposals
submitted by fax or e-mail will not be considered for award. In order
that proposals are afforded proper handling, offerors must mark their
proposals with the restrictive language stated in Federal Acquisition
Regulation (FAR) 15.509(a). The cost of preparing proposals in response
to this announcement is not an allowable direct charge to any resulting
contract or any other contract, but may be an allowable expense to the
normal bid and proposal indirect cost in FAR 31.205-18. Only
contracting officers are legally authorized to commit the Government.
Proposals shall be valid for a period of not less than 180 days.
Proposals must reference the above synopsis number and include a unique
proposal identification number. Foreign owned firms are advised there
are no restrictions to becoming the possible prime contractor. Only
contractors who are registered and certified with the Defense Logistics
Services Center (DLSC) may submit proposals. Contact DLSC, 74 North
Washington, Battle, Creek, Michigan 49016-4312 (1-800-352-3572) for
further information on certification and the approval process. Submit
a copy of DD Form 2345 with proposal. The Government does not intend
that Federally Funded Research and Development Center (FFRDCs) use
privileged information or have access to facilities that compete with
the private sector. Therefore, if any proposals respond with FFRDCs as
subcontractors, their proposals must provide rationale that supports
the unique capability of the FFRDC. Also, the contractor's proposal
must demonstrate that the FFRDC can accept work from other than the
sponsor. When requested, a debriefing will be provided in accordance to
FAR 15.1005. A copy of each final report of any resultant contract will
be available, subject to national disclosure policy and regulations.
Firms responding should indicate if they are a small business, an 8(a)
qualified business, or Women Owned Business (WOB). An ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. Before contacting the ombudsman, potential
offerors should first communicate with the contracting officer. In
those instances where offerors cannot obtain resolution from the
contracting officer, they are invited to contact the PL ombudsman, Col

When requested, the ombudsman will maintain strict confidentiality as
to the source of the concern. The ombudsman does not participate in the
evaluation of proposals or in the source selection process. Questions
