Abuse and Mental Health Services Administration (SAMHSA), Office of the
Administrator (OA), is soliciting proposals on a full and open
competitive basis for an Indefinite Delivery Indefinite Quantity (IDIQ)
contract(s) from qualified organizations with the expertise necessary
to conduct policy and program studies. SAMHSA requires the necessary
personnel, materials, facilities, equipment and services to perform
highly focused studies covering demographic, clinical, political,
economic, and programmatic issues and trends directly related to
SAMHSA's budgetary, legislative, regulatory, and short- to
moderate-range planning cycles. The Government requires quick response
capability, with performance according to specifications identified in
individual Delivery Orders that will be issued over the life of the
contract. Studies are anticipated in one or more of the following
policy/program domains: 1) current status and future trends in the
financing and delivery of health and human services as they relate to
the needs of individuals with or at risk for substance abuse and mental
illness, 2) the efficacy, effectiveness and cost-effectiveness of
services in the primary health, behavioral health, social service and
economic support systems, as they relate to the needs of individuals
with or at risk for substance abuse and mental illness, 3) the nature
and scope of differential needs for specialized mental health and
substance abuse services on the part of different population cohorts
and patient typologies, 4) the policy characteristics of SAMHSA
costumers, to include governmental entities at the National, State and
local level, as well as non-governmental entities such as patient
advocacy groups and service provider associations, 5) SAMHSA
organization and policy pertaining to effective and efficient
development, implementation and evaluation of intra-agency,
inter-agency, inter-departmental, and inter-governmental efforts, and
6) the development of appropriate ways to measure outcomes at policy,
program, and point of service levels. The Government anticipates
multiple awards of IDIQ type contracts for a one-year base period with
four one-year option periods. It is estimated that a solicitation will
be released on or about 6/05/97, however the Government reserves the
right to issue the solicitation prior to that date but not earlier than
5/23/97, requests for solicitations should be submitted as soon as
possible. The solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Bulletin Board
System (BBS) at 1 (800) 424-2294 (8,N,1) or by mail. Files will not be
made available on the BBS until on or after the estimated issuance
date (06/05/97). Download instructions are posted on the BBS. The
Contract Specialist/point of contact for this RFP cannot assist in the
BBS/access or downloading procedures. Bulletin board inquiries should
be directed to (301) 443-7379. Once downloaded, you should determine
if you have a continuing interest in the RFP. If so, you must either
write the Contract Specialist listed below that you wish copies of
amendments to the RFP (if any) sent to you by mail or check the BBS
regularly for amendments which will also be posted there and can be
downloaded electronically. You may choose either method for obtaining
amendments. However, at this time we have no way to assure, and will
therefore assume no responsibility for assuring, you have downloaded
these amendments. Requests for copies of the RFP to be mailed must be
made in writing and will be honored if received within twenty calendar
days after issuance of the solicitation. Requests received after this
period will be filled on a first-come, first-served basis until the
supply is exhausted; however, there is no assurance that copies
requested after the twentieth day will reach the requestor before the
due date for receipt of responses. Written requests shall be forwarded
