(301)443-0043 The Substance Abuse and Mental Health Services
Administration (SAMHSA), Center for Mental Health Services (CMHS),
intends to negotiate and award a sole source modification to an
existing contract with the NASMHPD Research Institute, Inc. (NASMHPD
RI, Inc.), 66 Canal Center, Alexandria, Virginia 22314, to: (1) study
performance indicators; (2) write a report detailing the strengths and
weaknesses of the performance measures; (3) determine the feasibility
of implementing the measures in the five States, and in other States;
and (4) initiate and complete the fourth Cycle of Data Collection for
a State Mental Health Agency (SMHA), using an electronic method rather
than paper method. The modification award will be to: (a) continue
developing the capacity of the SMHAs to institute and maintain an
expanded data system that would permit the construction of profiles for
organizations, patients, staff, financial data, and other
characteristics of State Mental Health Services Delivery Systems; and
(b) to develop modules on managed care and the quantification of
performance measures whereby comparisons on interstate differences may
be ascertained. The services required under this modification will
complement the existing work already being provided under the basic
contract. The NASMHPD RI, Inc. is a sole source contractor and is the
only organization known to CMHS that has ready access to archival data
maintained by all SMHAs; is capable of assuring the cooperation of all
SMHAs in the tasks to be undertaken; and enjoys the confidence of all
56 State and territorial SMHAs with respect applications of SMHA
archival data. Accordingly, it is the intent of SAMHSA to award a two
(2) year cost reimbursement completion type modification on Other Than
Full and Open Competition, consistent with Federal Acquisition
Regulation Section 6.302-1. As noted this is an on-going project and
this modification will expand upon the requirements already in
progress. NASMHPD RI, Inc. has developed in-depth knowledge of this
requirement underthe previously cited contract. No other contractor
would be able to build the knowledge base that NASMHPD has already
achieved to complete this work within the allotted time frame. This
