(410)962-3495. 1. CONTRACT INFORMATION: Environmental engineering
studies and services are required for technical investigations,
obtaining data, performing studies, reports, risk assessments and other
documents on environmental problems that are encountered during the
operation and maintenance of U.S. Army, Headquarters, Garrison, Fort
A.P. Hill, Bowling Green, VA and other Army installations. Contract
will be for a 12 month base period with a two (2)option periods. The
base and option periods will not exceed twelve (12) months each. The
cumulative total of all task orders will not exceed $1,000,000.00 and
individual task orders will not exceed $1,000,000. Anticipated contract
award date is July 1997. Contract will be firm fixed price. Task orders
will be issued based on the following criteria: Ability to anticipate
the customers need, satisfaction, demonstrated ability and other
criteria that the Contracting Officers finds to be appropriate.
Subcontracting Plan Requirements: If the selected firm is a large
business concern, a subcontracting plan with the final fee proposal
will be required, consistent with Section 806(b) of PL 100-180, PL
95-507, and 99-661. A minimum of 25% of the total planned
subcontracting dollars shall placed with small business concerns. At
least 8% of total planned subcontracting dollars shall be place with
small disadvantaged business (SDB), including Historically Black
Colleges and Universities or Minority Institutions, and 5% with
Women-Owned Businesses (WOB). This plan is not required with this
submittal. 2. PROJECT INFORMATION: The selected firm shall be able to
evaluate and provide on-site assistance to improve performance of
pollution control and compliance with Federal, state, regional, and
local regulations; provide hazardous waste backflow prevention and
asbestos training; provide geostatistical and GIS support utilizing
AUTOCAD, and ARCView software in conjunction with GPS data collection
and remote sensing; prepare public response plans; prepare and
implement closure plans for hazardous and sold waste; site specific O&M
manuals for pollution preventions programs, solid waste sampling and
analysis plans, economic analysis and engineering feasibility studies.
Related services such as furnishing drawings, specifications, and cost
estimates may also be required. 3. SELECTION CRITERIA: See Note 24 for
general AE selection process. Selection of the AE firm for this
project will be based on evaluation of the following significant
factors in the priority listed: 1) Specialized experience of the firm
in evaluation of situation and operations having an environmental
consequence; 2) Proposed management plan and organizational chart of
the project team to be utilized. The plans must show the working
relationship of all key personnel discipline, and name a responsible
individual for each; 3) Professional qualifications of the firm's staff
and consultants to be assigned a project; 4) Past experience if any of
the firm with respect to performance of Department of the Defense
contracts or othercontracts; 5) Capacity of the firm to accomplish the
work. The required disciplines are civil, environmental, and chemical
engineers and certified industrial hygienist; minimum of two (2) each
of the disciplines are required. Persons having signature authority on
technical documents (reports, drawings, studies, etc.) shall be
engineers who have obtained professional engineering registration. 4.
SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capabilities to perform this
work must submit a SF 255 and SF 254. A SF 255 must be submitted for
prime and joint ventures. A SF 254 must be submitted for prime, all
firms involved in joint venture, and for each consultants.
Notwithstanding the statements to the contrary in General Note 24 and
Block 6 of the SF 255, only SF 254's submitted with the SF 255 will be
considered in the evaluation. SF 254's are not maintained ion file at
this office. In SF 255 Block 3b, provide the firm's ACASS number. In
SF 255, Block 6 provide ACASS number for each consultant. For ACASS

indicate the staffing of the office(s) indicated to do the work.
