272-7205 The Panama Canal commission (PCC) a United States Government
Corporation, intends to acquire the services of an Architect/Engineer
(A/= E) firm to study actual and future power capacity and marketing
potential fo= r Miraflores Power Plant, Installed capacity is 150 MW
(60 MW hydro, and 90= MW thermal). The maximum demand for the operation
of the canal is 25 MW. A= t the present time, the U.S. Armed Forces is
the major customer (70%) of th= e excess power supply, which will
become idle with the U.S. Military drawdo= wn. Present restrictions
(Canal Treaties) hinder commercialization of the ex= cess power to
commercial customers. However, on December 31, 1999, the Republ= ic of
Panama will assume control and authority for management, operation,
an= d maintenance of the Canal. Obstacles for commercialization of the
excess power capability will be removed. New regulations in the
Republic of Pan= ama to open market for independent producers of
electrical energy and to privatize the government facilities offer an
opportunity to market the ex= cess power supply and at the same time,
guarantee a reliable supply and servic= e for the canal operation. The
objective of the contract is to produce recommendations to take
advantage of the Commission=92s installed power capacity, study the
technical conditions and the integrity of the power system operation,
load flow, voltage drop, and stability analyses; equipm= ent
replacement schedule; rates, leasing and rental fees for Commission=92s
utilities (ducts, towers, etc.); recommend interchange agreements; and
ne= w investments; A/E firms will be evaluated on their experience on
similar projects. Interested firms shall document the above experience
in their submission. Standard forms 254, A/E Related Services
Questionnaire, and = 255, A/E Related Questionnaire for Specific
Project shall be submitted to Pana= ma Canal Commission, Engineering
and Construction Bureau, Engineering Divisi= on, Attn: James J.
Hannigan, Ref.: Project CC-97-34, Unit 2300, APO AA 34011-2300.
Selection will be based on the combined use of SF-254 and SF-255. All
responses by June 6, 1997, will be considered for the work. Estimated
price range for this contract is between $25,000 and $100,000.= No
other general notification for this work will be made and no further
acti= on beyond submission of SF-254 and SF-255 is required. This is
