MICRO-ANALYTIC SIMULATION MODELING SUPPORT SERVICES. The Department of
Health and Human Services (DHHS) has a requirement for micro-analytic
simulation modeling support services. The contractor will be
responsible for providing expert technical support in maintaining and
further developing the Transfer Income Model (TRIM3). The major
activities to be undertaken under the contract are: aging date files
into future years; producing estimates of the costs and caseload
impacts that result from changes to existing and/or proposed tax,
transfer, and health programs; and further development of TRIM3 to
permit analysis of major new program alternatives. TRIM3 simulate a
number of federal and state transfer programs including AFDC/TANF,
Supplemental Security Income, Food Stamp Program, Child Support, public
Housing and Subsidized Housing Programs, Child Care, Medicare,
Medicaid, employer-sponsored health insurance, Payroll taxes, Federal
income taxes, and state income taxes. These actives frequently require
projecting socio-economic variables into future years in order to
estimate the costs and caseloads of alternatives to existing transfer
income programs and performing analysis of these alternatives including
tax impacts. The period of performance is for a base period of six
months with options for three additional years. RFP-06-97-HHS-OS will
