s Office of Health Education and Communication (OHEC), National
Institutes of Health, is seeking qualified small business firms with
the capability of supporting the National Eye Institutes education and
communication program. The contractor shall: 1) provide logistical and
technical support for the planning, development, implementation,
promotion, and evaluation of public and professional information and
education projects, 2) assist the National Eye Institute in the deve
lopment of mechanisms and products for the dissemination of eye disease
and eye health information to the public through the media, 3) support
the development and maintenance of a network of eye health-concerned
intermediaries, 4) support conference and meeting management
activities, 5) support the public inquiry function of the National Eye
Institute OHEC as needed, 6) support the National Eye Institute
exhibit activities, such as arranging exhibits at appropriate meetings,
7) respond to requests for special projects, which may include the
following: researching, writing, and editing reports, preparing mass
mailings, and designing posters, 8) provide messenger service twice
daily to the National Eye Institute, 9) maintain and update mailing
lists, 10) develop plans and materials to support clinical studies and
applied research endeavors, 11) provide labor, facilities, equipment,
services and supplies necessary to perform the warehouse functions of
receiving, maintenance, shipping, and inventory control and 12)
prepare work orders, technical reports, weekly and monthly status
reports, and monthly budget and labor hour summaries. The contractor
must demonstrate the following capabilities: 1) the ability to be at
the National Institutes of Health campus in Bethesda, Maryland within
24 hours notice approximately three times per week, 2) access and
ability to operate state-of-the-art computer systems, 3) in-depth
understanding of the content of the project (e.g., awareness of eye
diseases and their impact, the importance of education to health
promotion/diseases prevention), 4) the ability for efficient task
administration such as quality control, compliance with deadlines, and
staffing adjustments as needed by the National Eye Institute, 5) an
understanding of health communication, health education, and
information dissemination, 6) experience with focus groups, pilot
testing, and process and impact evaluation activities. Small businesses
should also demonstrate their ability to provide professionals with
quali fication and experience in health communication, health
education, management, planning, implementation, and evaluation of
activities including at least one national health communications and/or
