COMMERCE BUSINESS DAILY ISSUE OF APRIL 25,1997 PSA#1832S. PERFORMANCE VERIFICATION TESTS OF EMULSIFIED FUELS EPA, as
authorized under Section 103 of the Clean Air Act and under their
Environmental Technology Verification (ETV) program, intends to conduct
performance verification tests of emulsified fuels (consisting of fuel
oil, water, and emulsifying agents) for use in small boilers and
stationary diesel engines. This verification testing will be conducted
at EPA facilities, which will be available for the current round of
testing to emulsified fuel manufacturers until August 1, 1997. The
verification tests will focus on measuring emissions of carbon
monoxide, oxides of nitrogen, and particulate matter, as well as boiler
and/or engine thermal efficientcy. Testing will be conducted according
to a test protocol being developed by EPA's Office of Research and
Development. EPA will prepare the test protocol, carry out the tests
following EPA quality assurance procedures, and prepare and disseminate
test results in reports or verification statements. The manufacturer
will provide all fuels and equipment or modifications necessary to use
the fuel(s) to be tested as well as the procedures for using the fuel.
Costs incurred during performance testing will be the responsibility of
the manufacturer. To be included in this round of testing, interested
parties may submit a request for participation in the program in
writing to the above address no later than May 30, 1997. Oral requests
