208-7550 The Administrative Office of the U.S. Courts is conducting a
competitive procurement to acquire contractor services for the
proofreading, typesetting, printing, copying, and distributing the
opinions of the United States Court of Appeals for the Third Circuit in
Philadelphia, PA. Offerors must be able to receive daily electronic
transmissions of court opinions in WordPerfect format; proofread the
opinions using a skilled proofreader who is familiar with the format
and language of federal appellate decisions; typeset, print, and copy
the opinions according to Government-provided specifications;
distribute copies of the opinions to the court and court-provided
mailing lists at times and in quantities specified; provide diskettes
with both ASCII and WordPerfect 6.1 versions of the opinions to the
court along with the court's copies of the opinions; and perform other
related services. Photocopying is not an acceptable method of
duplication. The court will render approximately 310 opinions in Fiscal
Year 1998, which will amount to a total of approximately 6,510 pages.
For each separate opinion, approximately 550 copies are required to
satisfy the needs of the court and its subscribers. Delivery time is
crucial, requiring delivery of the opinions (approximately 130 copies
with an average of 21 pages each in FY 98) to the Clerk's office by
12:00 Noon on the next business day after transmission of the opinion
to the Contractor by the court. The resulting contract will be a
firm-fixed price, Indefinite-Delivery, Indefinite-Quantity (IDIQ)
contract. The term of the contract will be one year with four optional
years to be exercised by the government. Award will be made to a
single offeror whose proposal is technically acceptable and offers the
lowest overall cost to the government. There is currently an incumbent
contractor who is not prohibited from competing under this
solicitation. All responsible sources may submit an offer which will be
