award to Robert Davenport for on-site securities regulation consulting
services for the Croatian Securities and Exchange Commission (CROSEC)
in Zagreb, Croatia. Funding is to be provided under an interagency
agreement between the SEC and the U.S. Agency for International
Development (Project No. 180-0014). The Consultant, who will work
on-site in CROSEC's offices with CROSEC's commissioners, senior staff
and others responsible for securities regulation and self-regulatory
functions, will provide technical assistance and policy guidance to
facilitate sound institutional and regulatory development. It is
expected that the Consultant will advise CROSEC regarding: (i) all
aspects required to establish a properly-staffed, functioning
securities commission; (ii) substantive regulatory functions; and (iii)
budgetary, administrative and personnel matters and procedures.
Consultant must be a U.S. citizen with law degree and possess
substantial experience in training others with respect to abroad range
of securities regulatory matters and have at lease 15 years of
securities regulatory experience, including at least 10 years of such
experience at the management level, with a securities regulatory or
self-regulatory organization, or comparable experience, and must be
acceptable to USAID and CROSEC. The individual must be situated to
provide independent, objective advice to CROSEC, and not possess an
employment or contracting relationship with other technical assistance
providers or donor organizations working on Croatian capital markets
development or regulation. Work is to be performed over a six to nine
month period, between June 2, 1997 and March 31, 1998. The government
intends to solicit and negotiate with only one source under the
authority of 41 U.S.C. 253(c)(1) as the requisite (and very
specialized) services are available from only one responsible source.
No other type of services will satisfy the agency's needs. Other
justifications may apply. Interested parties may identify their
interest and capability to respond to the requirement or submit
proposals. This notice is not a request for competitive proposals.
However, all responses received within 15 days after the date of
publication of this synopsis will be considered by the Government.
Written responses only; no telephone inquiries. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. A determination by the
Government not to compete this proposed contract based upon responses
hereto is solely within the Government's discretion. If a contract is
awarded to the proposed vendor, no further synopsis will be published.
