V -- PROTECTIVE ARMORED CAR SERVICES SOL F04626-97-R0005 POC Bernadette Breeding, Contract Administrator (707) 424-7750 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04626-97-R0005 which is issued as a Request for Proposal (RFP) and will be awarded as a contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 92-15. This acquisition is unrestricted. The Standard Industrial Classification Code is 7381. The Size Standard is $9,000,000.00 million. Period of performance is 01 Jan 1998 through 31 Dec 1998 with four 12 month option periods beginning 01 Jan 1999 through 31 Dec 2002. Services, Nonpersonal: Contractor shall provide all labor, materials, equipment and protective armored vehicle transportation (metallic, enclosed and secured with first-classequipment and adequate communications security) to ensure proper and adequate protective surveillance for shipments from the time of acceptance at the Federal Reserve Bank, San Francisco, CA to the final destination at a mutually agreed delivery point at Travis AFB, CA. Contractor assumes full liability and maintains sufficient liability insurance for the monetary value of shipment in the vent of loss of or damage to shipment, unless loss or damage is caused by or resulting from (1) Hostile or warlike action and any weapon or war employing atomic fission or radioactive force whether in time of peace or war; (2) Insurrection, rebellion, revolution, civil war, usurped power, or action taken by Governmental authority, and (3) Nuclear reaction or neclear radiation or radioactive contamination; however, subject to the foregoing, responsibility for direct loss by fire resulting from nuclear reaction or nuclear radioactive contamination. Contractor shall (1) be licensed by the State of California to operate an armored vehicle, (2) be covered by trhe Public Utilities Commissions Regulations, (3) be responsible for identification credentials and establishing comprehensive background checks on all protective armored vehicle crew employees, and (4) ensure armored car personnel are cleared by the Consumer Affairs of the State of California to carry weapons. Yokota AB, Japan shall make arrangements via telephone with both the contractor and the Federal Reserve Bank for specific time of delivery at Travis AFB, CA. Contractor shall be responsible for establishing pickup and delivery schedules with the Federal Reserve Bank on day of delivery to ensure meeting the mutually agreed delivery time at Travis AFB, CA, plus or minus 15 minutes.
