shall furnish all labor, magnesium chloride and equipment for the
application of dust palliative on Park Creek Road No. 330. The dust
palliative shall be applied to a road surface 14-feet wide and
95,000-feet long. This application of dust palliative will take about
one week, and is anticipated to begin approximately May 15, 1997. The
Contracting Officer's Representative (COR) on the site, will confirm
the actual date when the dust palliative shall be applied and any
limits of application. Magnesium chloride shall be applied after the
road surface has been reshaped, graded and moistened, as described
below. Park Creek Road is located in southern Colorado, approximately
6 miles west of South Fork in Rio Grand County. The road is heavily
used by contractors hauling materials to the site and by the general
public. Guards will be posted at the lower guardhouse near the junction
of Park Creek Road and Highway 160 and at the upper guard house found
approximately 18 miles up Park Creek Road at the Summitville work site.
They are responsible for notifying the public of road hazards and
coordinating construction traffic. The contractor applying the dust
palliative will be required to comply with Reclamation's Safety and
Health Standards and coordinate his activities with others using the
road. The dust palliative shall be magnesium chloride and may be
furnished in either liquid or dry powder form. If furnished in dry
form, the contractor will be responsible for providing the water and
will mix the dust palliative at the job-site. The homogeneous solution
formed shall be between 30 and 40 percent concentration, using mixing
methods and equipment approved by the COR. The dust palliative
material furnished shall have a minimum content on a dry-weight basis
of 94 percent magnesium chloride. The Government reserves the right to
test all materials when in the opinion of the government such tests
are necessary. The cost of any delay or damage due to failure of the
dust palliative material to comply with the specifications requirements
shall be borne by the Contractor. Dust palliative shall be applied to
the roadway surface in a homogeneous water solution as approved by the
COR. The application rate shall be approximately 1.5 pounds of dry
solids per square yard of surface. If steep road grades or slow
penetration causes the liquid to run off the roadway, repeated passes
at lesser rates may be necessary to obtain uniform and continuous
coverage. The Contractor's application equipment shall be approved by
the COR before use. The equipment shall be designed and operated to get
a uniform application on variable widths of surfacing at predetermined
and controlled rates of application. The dust-palliative water
solution shall not be applied during rainy weather or if rain is
anticipated within four hours following treatment. Just before
application of the dust palliative, the roadway surface shall be
loosened with a rock rake or blade grader to a depth of to 1 inch and
lightly moistened with water.In areas where surfacing materials are
absent, shaping and grading may not be required. The contractor shall
take care not to disturb the subgrade, in areas where surfacing
materials are absent, by pulling large rocks up with grading equipment.
These areas may require only moistening before application of the dust
palliative. Compaction of finished surfaces will be accomplished by
equipment travel. Compliance with FAR Clause 52.222-06, (DAVIS-BACON
ACT) and Davis Bacon Wage Determination No. CO970003, dated 3/7/97 will
