synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The Solicitation number is
N66001-97-R-0059, and is issued as a Request For Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This acquisition
is a 100% small business set-aside. The Standard Industrial
Classification Code and Small Business Size Standard is 3621 and 1000
employees. The solicitation closing date is 12 May 1997. Award will be
made to the responsible offeror whose offer will be most advantageous
to the Government, conforming to the evaluation criteria under FAR
Clause 52.212-2 stated below. The Department of the Navy, Naval
Command, Control and Ocean Surveillance Center, Research, Development,
Test and evaluation Division (NCCOSC RDTE DIV), San Diego, is looking
to acquire on a firm fixed price basis, 2 ea. 83 kVA DC/AC static
inverters IAW the following specifications, 3 ea. Operation and
Maintenance Manuals, and (1 lot) field engineering services to oversee
the Navy's installation of the inverters into the USS DOLPHIN and
provide testing to ensure the inverters work after installation: Input
DC voltage: 175-355 VDC ungrounded. Output AC voltage: 120 VAC,
3-phase, 5%. Output Power rating: 83 kVA (400 A@120 VAC) continuous. AC
output frequency: 60 Hz, 0.5 Hz. AC voltage distortion: <5% THD
Operating modes: Parallel and independent where second unit is on
standby Load transfer time: >0.2 sec. Load transient response: >1 sec
recovery to final AC output voltage for step application or removal of
50% of rated load. Inverter efficiency: <90% at full load. Ambient
operating temperature range: -10 to 45 C. The requirement is in
support of the existing 60Hz AC power generating system on the USS
DOLPHIN, which consists of a three (3) phase, 120 VAC, 35kVA Motor
Generator (MG) sets. These units were designed in the early 1960's and
two of them have been in service since the boat was launched in 1968.
It is old technology and has become unreliable, impacting the ship's
schedule severely. The purpose of this contract is to procure DC/AC
static inverters to replace the obsolete MG sets. The USS DOLPHIN
currently has three MG sets, each with a capacity of 35kVA. They are to
be replaced with two 83kVA, 3 phase, 120 VAC static inverters. The new
static inverters will connect to existing ship's circuit breakers and
cabling which, will be upgraded to handle the higher power
requirements. The installation layout may be obtained from the Bid
Office, NCCOSC, RDTE Div. Bldg A33, Room 0061, 53570 Silvergate Ave.,
San Diego, CA 92152, (619)553-4331, FAX (619) 553-6976. The new static
inverters will have to pass through a 25 inch submarine hatch and fit
into the existing footprint of one MG set. The new static inverters
must be able to run independently from each other, being able to pick
up the load from each other in the event of a failure of one or the
other. They must also be able to be connected in parallel to generate
a total of 166kVA at one time. The static inverters must operate from
a common DC bus with a voltage range of 175 to 355 VDC. Deliverables in
support of the contract are 3 ea. copies of the standard commercial off
the shelf Operations and Maintenance Manual (including drawings) for
the static inverter. The standard commercial warranty shall be
provided. The static inverters shall be delivered 16 weeks after award
of the contract FOB Destination. The Navy will travel to the
contractor's site to verify in-house quality assurance, prior to
shipment. The field engineering services shall be coordinated with NRaD
Code D745, and are estimated to be needed within approximately two
weeks of the delivery of the inverters, depending on the ship's
schedule. Final inspection and acceptance shall be performed on the USS
DOLPHIN after installation. Ship to Address: RECEIVING OFFICER, NCCOSC

Provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items

Commercial Items (OCT 1995) applies to this acquisition. The following
factors shall be used to evaluate offers and are in the relative order
of importance: technical capability of the item offered to meet the
Government requirement-with ability to operate in a high
oil/dust/temperature/humid environment, and with a design simple to
repair and maintain; price; and past performance. Technical and past
performance, when combined, are significantly more important than
price. Offerors shall include a completed copy of FAR 52.212-3, Offeror
