Administration(FHWA)has a need to develop improved Traffic Control
Devices(TCD's) that are better understood and complied with by road and
highway users.A cost reimbursement study is envisioned to determine the
level of compliance that drivers display with respect to TCD's,
including but not limited to road signs,signals and pavement markings,
and to determine what improvements can be made to enhance compliance
and thereby increase roadway safety throughout all regions of the
United States.Regional differences in compliance with TCD's will be
evaluated in light of differing state laws, to produce guidelines and
recommendations for improving TCD design,location and use of LED's. A
three year period of performance is anticipated. A copy of the Request
