operate a protective coatings and corrosion control service at
Vandenberg Air Force Base (VAFB), Santa Barbara County, California.
Services will include the application of protective coatings to
specified facilities located on Vandenberg AFB. Services include, but
not limited to complete exterior surfaces, textured surfaces, interior
surfaces, marking/stripping of parking lots and streets; to support
the infrastructure of Vandenberg AFB. This notification for
solicitation of proposals is being issued in accordance with (IAW) the
OMB Circular A-76 and the Federal Acquisition Regulation, FAR
7.3,(Contractor versus Government Performance). This solicitation will
not result in a contract if, after cost comparison, the government
performance is determined to be more advantageous. The contract to be
awarded will be for one base period, beginning 1 July 1998, and four
one year option periods, plus one (9) nine month option period. This
competition is unrestricted under SIC code 1721, size standard of
$7.0M. This notice is to advise of a draft RFP package to be mailed to
respondents in mid May 1997. If your firm desires a copy of the draft
RFP, submit written responses within 15 days after publication of this

request by telefax to (805) 922-1703. Potential offerors may choose to
participate in brief one-on-one discussions with the Air Force in mid
June of 1997 to discuss the draft RFP. Details will be provided in the
draft RFP and specific dates and times will be arranged with each
requesting firm. Potential offerors may also submit written questions
and suggestions which will be evaluated for incorporation into the
final RFP, but which may not be answered separately; the final RFP may
also reflect other revisions. The final RFP is planned for release
during July 1997 and will be advertised in advance by a separate notice
in the CBD. Potential offerors must submit an additional request in
response to the CBD notice for the final RFP in order to receive the
final RFP. For all responses, potential offerors must supply their
complete mailing address in writting, including their Zip + four, (9
digit) Zipcode -- this information is required for all outgoing mail
from Vandenberg AFB. Potential offerors should also state if they are
a small or large business and are requested to provide examples of
relevant Government or commercial past and present work. Such examples
