SWEDEN: DRAFT REGULATION ON TURNING CRITERIA FOR VEHICLE COMBINATIONS EXCEEDING THE LENGTH OF 24 M. AND REQUIREMENTS FOR SOME EQUIPMENT FOR VEHICLES FORMING PART IN SUCH VEHICLE COMBINATION The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif.97.127. 1. Title, number of pages and language(s) of the notified document: Draft Regulation on Turning Criteria for Vehicle Combinations Exceeding the Length of 24 m. and Requirements for Some Equipment for Vehicles Forming Part in Such Vehicle Combination. 6. Description of content: In order to fulfill the requirements in Article 4.4 in Council Directive 96/53/EC, the following is proposed: Vehicle combinations which comply with the Modular Concept may have a total length of 25.25 m.; the Modular Concept is to be defined as combinations of motor vehicles, trailers, and semi-trailers complying with the dimensions laid down in Directive 96/53/EC, points 1.1, 1.2, 1.4-1.8, 4.2 and 4.4 of Annex 1 and where the loading length for all vehicles but the semi-trailer do not exceed 7.82 m.; vehicles forming part in a vehicle combination longer than 24 m. shall be equipped with anti-lock brakes which are in conformity with Council Directive 71/320/EEC as amended; vehicles forming part in a vehicle combination longer than 24 m. and whose coupling devices have not been approved in Sweden, shall be equipped with coupling devices which are in a conformity with Council Directive 94/20/EC as amended; a more than 24 m. long vehicle combination which is in motion must be able to turn within a swept circle having an outer radius of 12.5 m. and an inner radius of 2.0 m.; in addition a vehicle combination comprising a motor vehicle and two-towed vehicles must fulfill some criteria motivated for one thing because of stability reasons, in order to achieve an authorized speed that is higher than 40 km/h; the new regulation will enter into force 1 August 1997. 7. Objective and rationale: Directive 96/53/EEC leaves the possibility for Sweden to allow vehicles or vehicle combinations used for goods transport to circulate in their territory with dimensions deviating from those laid down in Annex 1 of the Directive. The requirements are that Sweden, on 1 January 2004 at the latest, also permits vehicles which comply with the dimensions laid down in Annex 1 to be used in such combinations as to allow at least the same loading length authorized in Sweden (the Modular Concept). Such Modular Concept vehicle combinations will exceed the length authorized in Sweden up to now. Therefore some extra technical requirements are necessary to ensure the road safety and the passability. 8. Relevant documents: The Road Traffic Ordinance 1972:603. 9.
