Description of content: The proposed Commission Directive has the effect of banning the use by consumers of substances which are: Classified as carcinogenic, mutagenic or toxic to reproduction category 1 or 2, CMR, (i.e. included in the consolidated list of the 19th adaption to technical progress of Directive 67/548/EEC; listed in Annex I to Directive 76/769/EEC2; excluded from the ban on CMR's provided by the 14th amendment to Directive 76/769/EEC. 7. Objective and rationale: The objectives of the Commission Directive are to preserve the Internal Market and to protect the health of the consumers. 8. Relevant documents: O.J.
