J -- PRIME VENDOR SUPPORT (PVS) FOR THE KIOWA WARRIOR AIRCRAFT 250-C30 SERIES ENGINE SOL DAAJ09-97-R-0310 DUE 052397 POC Marylee Svezia, Contracting Officer, ATTN: AMSAT-A-PNAA, 314-263- 0643 or Facsimilie 314-263-0605. ATCOM proposes to acquire on an other than full and open competitive basis, Prime Vendor Support (PVS) previously known as Contractor Logistic Support (CLS) for the Kiowa Warrior Aircraft 250-C30 series engines. The PVS requirement entails the contractor acquiring, shipping, storing, and issuing all engines, engine components, and accessories, based on time and date stamped demands generated by operational units at the AVUM/AVIM levels on a world wide basis. The contractor shall also provide total engine logistic parts support to the Army performed at the AVUM/AVIM level maintenance, for the entire Kiowa Warrior Fleet. The contractor shall be responsible for providing parts and for conducting repair, overhaul, or replacement of parts, components or engines as necessary for engines at all levels. The contractor shall be responsible for maintaining the logistics data base (TM's provisioning, etc.) and special tools and test equipment. The contractor shall be responsible for all data, tools, test equipment and facilities required to sustain and maintain the engines. The contractor shall maintain sufficient parts availability to each operational site that allows parts and engine replacement orders to be filled within 24 hours for Aircraft On Ground (AOG) requirements with CONUS, 36 hours for AOG requirements OCONUS, and 48 hours for routine replenishment spares, anywhere in the world that Kiowa Warrior aircraft are assigned or based. The contractor must maintain stores sufficient to support surge requirements and war reserves. Contract pricing is planned to be based on a negotiated composite flight hour rate. Contract award is anticipated on or about July 1997. This acquisition is restricted to Allison Engineering Company, P.O. Box 420, Indianapolis, Indiana 46206-0420. This is the only contractor who possesses the necessary technical data, skilled personnel, special tooling, and test equipment for the PVS requirement. The Government does not own the technical data to permit full and open competition. Authority and justification is FAR 6.302-1, Only one responsible source(s) will satisfy the agency requirements.
