Maggard (405)734-9399 The 38 Logistics Squadron has a requirement for
nonpersonal services for operation, maintenance and recurring support
services of the base telecommunications system at Little Rock AFB AR.
The proposed contract is for one year with four option years. The
system consists of an MSL 100 Switching System with approximately 6000
lines and wired for 6400 ports (Software is BCS 36); two MSL 100
Remote Switching Terminals equipped with a combined 2304 lines and
wired for 3022 lines; an NTI Meridian 1 Option 61 with 600 lines and 48
trunks (Software is NT 16); main distribution frame, the inside and
outside cable plants, ancillary equipment and customer premise
equipment. There are both commercial and Defense Switched Network (DSN)
trunks, access to FTS2000, hot lines, data circuits, radio circuits,
and crash nets. The software is NT 16. Competition is open to domestic
sources. All responsible sources may submit a bid, which shall be
considered. Foreign participation is permitted only at the
subcontractor level.Copies of the solicitation will be provided to
foreign firms only in order that they may pursue subcontracting
opportunities. Sources responding to this synopsis must indicate, in
writing, whether they are large or small, disadvantaged or a
women-owned business. Businesses shall indicate if they are foreign
owned or controlled. For this acquisition, a concern will be considered
small under SIC 7378 with size standard of $18,000,000.00. An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

previously been brought to the attention of the program manager and/or
