Contracts Office, Contract@nist.gov. This is a combined synopsis
solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation 52SBNB760112 is issued as a Request for Proposal.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. This
action is being done under Simplified Acquisition Procedures. The
Standard Industrial Classification Code is 7538. The small size
standard is 5 million .This is a 100 percent Small Business Set-Aside.
CLIN 0001 is for the modification of a 1980 Mack/Engine 531 fire truck
back to it's original condition in accordance with the following
STATEMENT OF WORK: The Contractor shall provide labor, equipment and
materials to perform the following services: 1. Contractor shall remove
all emergency and automotive lights, compartment doors, trim plate,
fenders/steps, hardware including grabrails, and mounted
brackets/access panels from apparatus. All removed items shall be
reinstalled and sealed using stainless steel fasteners, all electric
items shall be reinstalled and operations checked after apparatus has
been painted and undercoated. 2. Contractor shall remove all
compartment floors, front and rear walls and replace with 12-gauge
galvaneel steel sheet, replace 3-inch tank to pump valve and rebuild
crosslay and rear discharge. Contractor shall furnish and install one
(1) Federal mechanical siren in center of front grill. 3. Contractor
shall mount one (1) floor mounted foot switch on the drivers and
officers side of each cab floor. Contractor shall mount on the console
of the cab a push button switch to activate siren brake. Contractor
shall remove air horns from the cab roof and relocate air horns in
front bumper fabricating brackets to securely hold air horns in place
and cover exposed holes in cab roof. Contractor shall furnish and
install a lightbar fabricating brackets below windshield blacking out
the back of light bar. 4. Contractor shall prepare exterior of hose
body for painting, fill in all blemishes and sand smooth. Contractor
shall wash body and clean and apply a minimum of three (3) coats of
primer sealer. Contractor shall resand and apply a minimum of three (3)
coats of Imron paint to Fire Protection Service specifications.
Contractor shall prepare the interior of hose body compartments for
painting. Color to be gray splatter paint, followed with clear Imron
clear coat to NIST Fire Protection satisfaction or contractor shall
repaint. 5. Contractor shall prepare the exterior of the rear seat area
for painting. Contractor shall fill all blemishes and sand smooth, wash
body, and apply a minimum of three (3) coats of primer sealer.
Contractor shall resand and apply a minimum of three (3) coats of Imron
paint. Cab shall be two-tone red and white as original paint scheme and
shall be satisfactory to NIST Fire Protection Service or contractor
shall repaint. 6. Contractor shall replace lettering using Scotchlite
materials (no substitutes). Letters shall be gold scotchlite with black
shading. Contractor shall furnish a white scotchlite stripe same as
original size and location. DELIVERY TIME. The Contractor shall
complete all work at their facility within 120 days. The Government
shall deliver Engine 531 to the contractor facility within 7 days after
contract award. And shall pick up Engine 531 upon notice of completion.
INSPECTION. Contractor shall permit scheduled progress inspections by
the NIST Fire Protection Service Chief or his representative. A final
inspection shall be made at the contractor facility by the Government
to ensure that all repairs have been made and that all emergency
lighting, fire pump and remounted items have been property installed,
and are functioning properly. METHOD OF AWARD. The order resulting from
this solicitation shall be awarded to the responsible offeror whose
proposal is determined most advantageous to the Government, technical
and price factors considered. Technical merit is slightly more
important than price. While price shall be a factor in the award
decision, award may not necessarily be made to the vendor submitting
the lowest price. EVALUATION CRITERIA. The evaluation of offerors shall
be based on two criteria in descending order of importance:
Understanding the requirement and past experience. CLAUSES AND
PROVISIONS. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items, and FAR Provision 52.212-2, Evaluation of Commercial
Items are applicable to this acquisition. The clause at FAR 52.212-4,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, apply to this acquisition.
Bidders responding to this RAP are requested to submit prices for all
requested items, prompt payment terms, past performance information,
and a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications—Commercial Items (available at
www.nist.gov/admin/od/contract/contract.htm), with their RAP's.
Pursuant to FAR 52.212-5, Contract Terms and Conditions required to
Implement Statutes or Executive Orders -- Commercial Items, the
following FAR clauses are hereby incorporated by reference: 52.222-26,

for Federal Hires (WG 10, step 4) and 52.237-1, Site Visit. The
Contracting Officer will furnish full text for the above listed clauses

Wage Determination Number 94-2103, Revision 9, dated November 15, 1996
is applicable to performance in the District of Columbia, Maryland,
and Virginia. Copies shall be supplied upon request. All responsible
