an OMB A-76 Cost Comparison Study to determine the economic feasibility
of accomplishing the following services by Government employees versus
a private contractor: Airfield Management Services for Buckley ANG
Base, Aurora, CO, to include Base Operations, Transient Services,
Transient Aerospace Ground Equipment (AGE) Support, Aircrew Support,
and Transient POL Support. This is the initial notice required by FAR
5.205(d). Solicitation will not result in a contract if Government
performance is determined to be more advantageous. Should the results
favor contracting-out, the Government contemplates award of a
Nonpersonal Services, Firm Fixed Price contract subject to the Service
Contract Act. Secret facilities clearance and security clearances for
contractor personnel will be required. The contract will provide for
Phase-In and Basic Periods (the total of which will not exceed one
year) and four one-year option periods. Two-Step Sealed Bidding will be
used for this acquisition. Step One, Request for Technical Proposal,
will be issued upon completion of synopsis period with Technical
Proposal due approximately 30 days thereafter. A Site
Visit/Pre-Proposal Conference will be held about two weeks after
Request for Technical Proposal is issued. Offerors will be required to
submit a Technical Proposal consisting of separate sections for
General Requirements and each individual area. Technical Proposal must
provide complete detailed information as to how the required services
will be accomplished. Specific instructions for preparation of the
Technical Proposal will be provided with the solicitation. Technical
Proposal shall not include prices or pricing information. Only one
Technical Proposal may be submitted by each offeror. Evaluation Factors
are as follows: (1) Understanding of the Mission; (2) Relevant Past
Performance; (3) Key Personnel; (4) Mobilization/Transition Plans; (5)
Training and Certification Plan/Program; (6) Ability to Meet Security
Requirements; and (7) Compliance with Environmental and Safety
Programs. Invitation for Bid (IFB) (Step Two) will be issued upon
completion of evaluation of Technical Proposals. Each bid in the second
step must be based on the bidder's own Technical Proposal. Bid opening
date will be 30 days from date of IFB. This acquisition is expected to
be open to both large and small business concerns. However, if enough
qualified small businesses respond, this project may be considered for
a Small Business Set-Aside. The SIC Code for this acquisition is 4581.
The Small Business size standard for this solicitation is one where the
average annual receipts of the concern and its affiliates for the
previous three (3) fiscal years do not exceed $5.0 million annually. If
solicitation is "UNRESTRICTED," the Evaluation Preference for Small
Disadvantaged Business Concerns will be included. To assist the
Contracting Officer in reaching a set-aside decision, the following
information must be provided by prospective offerors: (1) Indicate
whether bidding as the prime or as a subcontractor on the project; (2)
Evidence of capability to perform including references for similar
work with contract numbers, points of contact, and telephone numbers;
(3) Statement as to business size/type. The Contracting Officer will
utilize the information received to make a decision to issue this
solicitation as a set-aside or as "UNRESTRICTED" without further
notice; therefore, replies to this notice are requested from all
interested business concerns whether large or small business. Requests
for the solicitation must be submitted in writing and must include:
(1) Affirmation that offeror understands that a detailed and complete
technical proposal will first be analyzed by the Government before
pricing is requested and (2) Taxpayer Identification Number. Requests
must be submitted by mail to the address shown above. Telephone or fax
requests will not be accepted. The return address must be a street
address and not a Post Office Box. Sources responding to this notice
without providing the above requiredinformation may be considered
