The Bureau of the Public Debt plans to issue a solicitation as a small business set-aside for executive management, planning, and consulting services for the Federal Quality Consulting Group (FQCG), a member of the Department of Treasury's Franchise Fund, formerly known as the Federal Quality Institute. Contractors will assist and support the efforts of FQCG to facilitate, educate, and implement organizational change to promote excellence and create a customer driven government. Services include leadership facilitation, strategic and project planning, performance management, educational program development, writing, and presentation. Contractors must have experience and expertise in quality and systems thinking, reengineering, change management, and organizational transformation at the Senior Executive level. Work will be performed in the Washington, D.C. area, and some travel may be required throughout the United States. Multiple awards of indefinite-delivery, indefinite-quantity type contracts are anticipated, with firm-fixed-price task orders. The projected period of performance will be a one base year with four one-year options.
