acquire Tactical Unmanned Aerial Vehicle (TUAV) systems in a common
configuration that meets the joint requirements of the Army, Navy, and
Marine Corps. These systems comprise fully integrated components,
including: air vehicle, sensor payloads, C4I interface systems, ground
control elements, launch and recovery equipment, and may include
automatic take-off and landing subsystems. The TUAV system will be
expected to successfully operate within the mobility and
transportability constraints of the Army, Navy, and Marine Corps. One
aspect of the Department's plan includes an ongoing Advanced Concept
Technology Demonstration, commonly called Outrider, that will be used
to assess military utility of one specific system, refine detailed
requirements of such joint TUAV systems, and to develop the concept of
operations for employment of joint TUAVs. Since several companies are
independently developing air vehicles for other purposes, the
Department wishes to remain fully informed of alternative systems and
air vehicle capabilities. The Department will continue to monitor
alternatives that could meet the TUAV requirements and may adjust any
future development and acquisition programs to take full advantage of
commercial progress and to maintain competition. This may occur at
either the system level or at the air vehicle level. With this in mind,
NAVAIR is conducting a market survey for the Department to obtain
industry input relative to its current capabilities to satisfy the
fully documented Joint Tactical UAV requirements. We desire any
information on current, demonstrated performance and capabilities of
the respondent's system/air vehicle as it relates to the joint
performance parameters listed in TABLE 1 which can be found at
http://wwwjtuav.redstone.army.mil. We also seek information on existing
systems/air vehicles that meet or exceed either of two component
requirements: 50KM land or 200KM maritime, also listed in TABLE 1.
Respondents should clearly indicate whether their response addressess
the joint and/or component requirements. Please include in your
response information addressing: 1) system development status (design
verification testing and design/configuration stability); 2) production
status including quantities of air vehicles produced, number of
flights, and total flight hours; 3) availability of design and support
documentation such as blueprints/drawings; 4) data link used; 5)
sensor payloads, payload capability, and payload growth capacity; 6)
estimated production costs for an air vehicle with an EO/IR payload,
with air vehicle and sensor payload production costs separately
identified; 7) system reliability and maintainability; 8) growth paths
for any performance area that does not meet the requirements; 9) a
list of customers who could provide a user's assessment of the
system/air vehicle and its operational capability; and 10) business
arrangements such as partners or team members who participated in the
development and manufacture of the system/air vehicle. System maturity,
as evidenced by demonstrated performance and flight data from
off-the-shelf systems/air vehicles is highly preferable; lengthy
development alternatives are not desired. Interested parties should be
willing to allow a site visit by a government team to review system
documentation and related test data. Respondents should also address
availability of a system to be flight demonstrated to government
representatives with a recommended date for such demonstration.
Interested parties should submit a written statement of interest,
including a description of the item(s) considered to meet the criteria
herein, with the above requested supporting data, by close of business
