synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number DTMA95-97-Q-00604
is issued as a Request For Quotation. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This solicitation is not a small business
set-aside, the standard industrial classification code is 3499 and the
small business size standard is 500 employees. The U.S. Merchant
Marine Academy is seeking used replacement floats for its basin.
Interested parties shall submit a quote for Contract Line Item Number
0001 at a per linear foot price. The U.S. Merchant Marine Academy
requires a minimum of 650 linear feet of used floating dock space. Each
section must have a minimum length of 100 feet and a maximum length of
120 feet; minimum width of 8 feet and an maximum width of 10 feet;
minimum height of 3 feet and a maximum height of 5 feet; minimum
freeboard of 3 feet and a maximum freeboard of 3.5 feet. Any quote
received not containing a per linear foot price shall be considered non
responsive. These floats shall be 3/8" steel construction, welded and
air tight. Each section shall have 2"X6" wooden decking, cleats,
installed electrical outlet boxes, and fresh water plumbing
connections. The floats shall be rectangular in shape with watertight
compartments approximately every 14 feet. Acceptance shall be made at
the U.S. Merchant Marine Academy, located in Kings Point, New York.
Delivery of the above mentioned floats shall be made by truck or by
towboat. Delivery and pricing shall be FOB Destination. Quotes for
floats located within a 35 mile radius from the U.S. Merchant Marine
Academy, may be submitted with FOB Origin pricing. FOB terms and
delivery distance must be clearly stated in the quote. Delivery must be
made within 2 weeks after receipt of order. The following provisions
and clauses apply to this RFQ: 52.212-1 INSTRUCTION TO
OFFERORS-COMMERCIAL ITEMS (OCT 1995);52.212-2 EVALUATION-COMMERCIAL
ITEMS (OCT 1995) (The following factors shall be used to evaluate
offers: Price, Condition of proposed floats, and Technical capability
of the item offered to meet the Government requirement.) (Condition of
the proposed floats and Technical capability of the item offered to
meet the Government requirement shall be assigned a satisfactory or
unsatisfactory rating. Once a satisfactory rating is received, price
shall be the determining factor for award. Quotes receiving
unsatisfactory rating shall not be considered for award. The Government
reserves the right to perform an on site inspection prior to award.);
52.212-4 CONTRACT TERMS AND CONDITIONS COMMERCIAL ITEMS (AUG 1996);
52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUES OR
EXECUTIVE ORDERS-COMMERCIAL ITEMS (AUG 1996). All quoters are required
to include a completed copy of the provision at 52.212-3 OFFER
REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JAN 1997). All
quotes shall be submitted by May 12, 1997 by 2:00 P.M. EDT. All quotes
shall be mailed to the U.S. Merchant Marine Academy, Department of
Procurement, Furuseth Hall, Room 212, Kings Point, NY 11024-1699,
