procurement@bpd.treas.gov. Subject to final approval, the Bureau of the
Public Debt, Franchise Business Activity-Cincinnati, intends to acquire
through commercial item procedures, on a sole-source basis from
Government Retirement and Benefits Inc a software program which
calculates civilian Federal Retirement benefits in a multi-tasking
environment. The software program shall interface with an interactive
voice response (IVR) computer platform in a UNIX operating environment.
The software shall be able to compute the following estimates, both in
a batch mode and a real time interactive mode: 1) OPM retirement
annuity estimates for the Civil Service Retirement System (CSRS),
Federal Employees Retirement System (FERS), the CSRS Offset Retirement
System and employees that transferred to the FERS system from the CSRS
system, both for regular employees and law enforcement, firefighters
and other special interest employees covered by separate pay plans.
Batch computations shall be calculated for optional, early out,
discontinued service, disability, survivor's, minimum retirement
eligibility (MRA) plus 10 and for special interest employee groups
retirement provisions; 2) life insurance proceeds for employees covered
by the Federal Employees Group Life Insurance (FEGLI) program; 3)Thrift
Savings Plan estimates as offered by the Federal Retirement Thrift
Investment Board, and 4) provide old age Social Security estimated
benefits, including applicable adjustments for the Social Security
windfall elimination provision. The software shall also make annuity
estimate adjustments for monthly health benefit costs that may be borne
by the employee. All annuity estimates shall be made available in a
formatted, printed copy and/or fax back to the caller. The Bureau
anticipates serving one million or more federal employees through
interactive voice response applications. Firms must submit a
description of the software and operating environment offered in
sufficient technical detail to substantiate the ability of any
alternative product to meet all these requirements. If no affirmative
written response is received within 15 days after publication of this
notice, to the effect that a comparable software is available, and that
it is more advantageous to the Government than obtaining the software
through the proposed contractor, a sole-source award will be made. No
