Specialist, (216) 522-6600. The Defense Finance and Accounting Service
Cleveland Contracting Support Office (DFAS-CL/CSO) intends to award a
sole source procurement for the acquisition of a software/hardware
solution capable of the following: Providing a method using SPX
Protocol to provide communications between a Wang VS 12000 and
Enterprise LAN (ELAN) attached PC's. The communications must pass
through a Novell LAN that is using Novell release 3 and Novell release
4 on LAN segments that are either Ethernet or Token Ring. The
communications must pass through LAN Routers, Concentrators, LAN
Gateways and other LAN devices and various LAN wire types without
requiring modification to any LAN components. The communications with
the PC will be though installed 10BaseT Ethernet NIC cards or Token
Ring NIC cards and will not require additional hardware installed on
the PC. The solution must work on 486 33Mhz PC's with 8 meg of RAM. The
solution will notrequire more than a 486 33Mhz PC with 8 Meg of RAM for
a LAN interface between the WANG VS 12000 and the LAN. There are no
upper boundaries on the PC architecture that the solution will operate
on, i.e. the solution may be used on 486/33's and above. This
interface PC must communicate with the LAN through a standard Ethernet
or Token Ring NIC as described for the LAN attached PC's. The software
must provide the ability for the LAN attached PC's to logon to the WANG
VS 12000 and perform all the functions available to a PC locally
attached to the Wang VS 12000. In addition the software must provide
the ability to redirect print output from the WANG VS 12000 to a LAN
attached printer through commands entered at the LAN attached PC. The
solution must provide hardware and software to allow one interface PC
the ability to have a minimum of 50 concurrent users on LAN attached
PC's and software to allow additional interface PC's the ability to
have a minimum of 20 concurrent users each on LAN attached PC's. Using
the communications software and network protocol described above the
solution must provide software to provide image access, display, and
print capabilities to images stored in multi-page TIFF and WIFF format
on the Wang VS 12000 on optical and magnetic disks controlled through
the Wang WIIS software. The software solution will not require
modification of application programs on the Wang VS 12000 written to
access images using WIIS either on optical or magnetic storage. The
software will provide access to the images from the LAN attached PC's
through a separate imaging interface PC that will function to reduce
interface PC traffic and improve access to images for the LAN attached
PC's. The software will provide a separate Windows 3.1 standard
interface for images displayed on LAN attached PC's, support
Cornerstone ImageAccel and Xionics image controller drivers and
software, provide all the features and functions Wang supplies with the
VSIMAGE product, provide image manipulation that include fit-to-page,
zoom by percentage, rotate right and left, scale to gray and print. One
year of technical support from 9:00 AM to 5:00 PM EDT will be provided
for all hardware/software components. An additional two years of
support, option year one and option year two may be exercised at the
discretion of the Government. The solution will have demonstrated the
ability to support 300 concurrent users. The product will provide a
migration path to an OPEN environment where images currently stored on
the Wang VS 12000 will be accessible in an Open UNIX environment using
the current optical hardware and without requiring conversion of 12
inch 6.4 gigabyte capacity optical disks, media type ATG CYNET part
number GM 6401, to a different format. Any product/solution must be
approved by the DFAS-CL/FSA to confirm it conforms to DFAS standards
for LAN and client PC's. The products/solution is Year 2000 compliant
as defined in FAR Part 39.002. All responsible sources may submit a
quotation, which if timely received, shall be considered bythe agency.
Interested vendors who can furnish the required software/hardware and
support are invited to submit a substantial statement clearly
demonstrating that the capability of the product offered meets the
referenced requirements. Responses to this announcement must clearly
state, and be substantiated by the submission of technical literature
and other applicable descriptive literature upon request, the ability
to provide the required software and support. If any products and/or
support are covered by a GSA Schedule contract, a copy of the contract,
and/or the GSA Schedule number should be provided. The Justification
for Other Than Full and Open Competition is FAR 6.302-1, Only One
Responsible Source or Only A Limited Number of Responsible Sources. The
proposed contract action is for supplies for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. This notice of intent is not a request for
competitive proposals. However, all quotations received within fourteen
(14) days after date of publication of this synopsis will be considered
by the Government. A determination by the Government not to compete the
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Quotations received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Responses referencing Solicitation Number
MDA230-97-Q-0002 must be priced FOB Destination Cleveland, OH 44199 and
must include support and maintenance limitations and/or restrictions,
support and maintenance pricing for two option years, and delivery
