and Alcoholism (NIAAA) intends to negotiate a one year contract (with
an Option year) with Wayne State University in Detroit, MI entitled
"Clinical Support and Analysis for a Study on Fetal Alcohol Exposure in
African-American Women." The purpose of this contract is to assist the
Laboratory of Membrane Biochemistry and Biophysics, NIAAA in examining
the effect of alcohol use during pregnancy on fatty acid composition
and metabolism in the neonate. The specific aims include the study of
the effect of alcohol abuse during pregnancy on normal essential fatty
acid accumulation in the mother and neonate, and investigation of the
mechanisms underlying this effect, i.e., determining whether changes
in the levels of essential fatty acids are due to alterations in diets,
decreased production, and/or increased catabolism. Authority: 41 U.S.C.
253(c)(1), as set forth in FAR 6.302-1; Wayne State University is the
only responsible source having an existing clinical research program
that is currently studying a large population composed primarily of
pregnant African-American women, is expert in the use of research grade
clinical instruments to ascertain alcohol and drug histories, and has
the appropriate Institutional Review Board protocol approval already in

unacceptable. All responsible sources may submit a proposal which, if
