nrl-ssc.navy.mil. The Naval Research Laboratory has a requirement for
advanced software development of the TESS NC. The developmental areas
include the design analysis, interface definition, prototyping and
production phase of the entire software system. The software system
components include the system operations, database management,
communications, component integraton, and operational testing and
implementation. The integrated software with version control shall be
implemented on Government designed TESS NC hardware suite. This project
requires knowledge of Meteorological and Oceanographic (METOC),
including data processing requirements and decision aid requirements
over the Navy's open system software architecture as defined by the
Joint Maritime Command Information System (JMCIS) and interfacing
systems. Tasks shall include: (1) TESS NC system software development
and maintenance; (2) TESS NC application programs interface development
and integration; (3) TESS NC Fleet Support; and (4) TESS NC
presentation and documentation. Potential offerors shall be familiar
with the following hardware/software systems for accomplishment of the
above tasks: (1) Tactical Environmental Support System Version 3 (TESS
3); (2) Tactical Environmental Database Subsystem (TEDS); (3) Defense
Information Infrastructure Common Operating Environment Standards (DII
COE); and (4) Joint Maritime Command Information System (JMCIS) 98.
The contemplated period of performance will be for a base period of one
year with four option years. Prospective vendors should request in
writing a copy of solicitation number N00014-97-R-PL02. Facsimile

May 1997 with solicitation closing date thirty days thereafter. All
responsible sources responding to the solicitation will be considered.
