(AMSTA-AQ-DS), Warren, MI 48397-5000 A -- FUTURE SCOUT & CAVALRY SYSTEM (FSCS/TRACER), PHASE I (PART 1 OF
2) POC POC: Michael Bailey (810) 574-3970 The purpose of this action is
to inform potential sources of the rescheduled dates for fscs/tracer
industry days. The U.S. Army Tank-Automotive and Armaments Command
(U.S. government) and the United Kingdom (U.K.) are soliciting sources
for the acquisition of phase I of the future scout and cavalry system
(fscs)/tracer program. The fscs/tracer is a small, Mobile system that
will operate throughout the battlefield and will perform the full
range of ground reconnaissance and security missions and assist in
economy of force operations. The fscs/tracer program will be solicited
in four Phases. the United Kingdom will be the contracting activity
for phase I. It is contemplated that, utilizing formal source selection
procedures two (2) UK fixed price type contracts will be awarded for
the phase I effort. Phase I (advanced techology demonstration program
risk reduction/UK-PROJECT definition) is for conceptual designs;
detailed designs; virtual prototype; simulations and analysis;
software; systems integration; a system level demonstrator; vehicle
specification and a proposal for the next phase (EMD/FD); and various
reports. Phase II (US-ENGINEERING and manufacturing development/UK-FULL
scale development) will be a competitive selection limited to the two
phase I competitors. The phase III (low rate initial production lrip)
contract and the phase IV (full rate production) contracts will be
negotiated and awarded to the phase II contractor. A draft solicitation
(I.E. Invitation to tender (ITT) for phase I will be released for
industry comments in approximately Aug 97. The formal ITT will be
released by the UK in approximately Oct 97 with an estimated closing
date of Feb 98. A facility and security clearance of secret is required
in order to receive a complete copy of the solicitation package. An "
industry day" will be held at the u.s. Army Tank-Automotive & armaments
command (TACOM) on 12 May 97. The purpose of this conference is to
facilitate an open dialogue between the government and industry
regarding the fscs/tracer program, schedule, and requirements. Specific
details of the conference will be sent under separate cover to those
firms that request to attend. Firms having an interest in this program
and desiring to attend the "industry day" conference are asked to make
a written request and identify whether their interest is as a prime or

unclassified "industry day" conference will be held at the U.S. Army
Tank-Automotive and Armaments Command, Warren, Michigan, auditorium,
building 200B, on May 12, 1997 at 9:30 EST. A list of attendees should
be submitted in writing (email is acceptable) to Mr. Michael Bailey no
later than 5 May 1997. Those firms previously responding to the initial
synopsis should reconfirm their attendance and list of attendees. Each
firm shall be limited to no more than four attendees. Offerors may
