Architect-Engineer Service: Indefinite Delivery contract, multidisciplinary, for the preparation of Architect-Engineer plans, specifications, cost estimates, studies and construction inspection services for Air National Guard Readiness Center, Andrews AFB, MD and other Army and Air National Guard facilities located throughout the United States and Puerto Rico. The total A-E fee for this contract is $1,500,000.00. The contract shall be for one year or until the $1,500,000.00 is reached, whichever occurs first. All delivery orders are limited to $300,000.00. A minimum of $5,000.00 over the life of the contract will be guaranteed should no work be ordered under this contract. The proposed contract includes a 4-one year Government options for the same basic professional skills. The option years are limited to the same restrictions as the first year. Negotiations will be conducted for hourly rates for each discipline required, overhead, profit and other costs elements which are particular to the contract. Upon award, negotiations for each specific delivery order shall be conducted on the A-E effort involved. (Test qualified A-E to perform Type "A", Type "B", and Type "C" inspection services for various projects). Type "A" services shall include, but not limited to field surveys, investigations, testing, excavations, research, examinations, and measurements required to obtain data essential to the performance of Type "B" services. Type "B" Services include calculations, designs, cost estimates, drawings, and specifications of suitable quality and completeness for bidding by contractors. Design shall be based on project books or statements of works to be furnished by the Government and on conclusions reached by the exercise of the Type "A" Services. Type "C" Services shall include all labor, equipment and materials required for the complete construction inspection, and review of submittal and shop drawings, as well as material testing required by the construction documents and normal construction practices. Some of this work will involve sensitive information requiring appropriate safeguards. All Firms are advised that they will be ineligible to compete for the A-E design contracts for which they have developed the project book and/or statement of work. Architect-Engineer selection criteria will include in order of importance: (1) Professional qualifications in the necessary disciplines the organizational structure of the design team must have qualified engineers in each of the different disciplines. Provide an organizational chart that shows the chain of command for the technical and management review and indicate the person(s) responsible for decision making. (2) Specialized experience and technical competence in the type of work required and in design similar projects which may include master plans and aerial surveys for flying and non-flying installations, and aircraft parking plans essential to installation planning, programming and weapons systems beddown. These services also include but are not limited to (a.)making technical, economic, planning and environmental studies, analyses, surveys, investigations and reports. (b.) planning of future development and identifying development constraints (natural, aviation, military, etc.) using computer-aided design (CAD) systems, (c.) gathering information for planning and programming manuals, instructions and regulations. (d.) attending meetings, making site visits, developing long and short range plans and making presentations. (e.) developing a geographic information system (GIS) for Air National Guard installations. (f.) performing the necessary management and coordination of all phases of A-E work. (3) Capacity to accomplish work in a time sensitive manner. (4) Past performance on contracts with Government agencies and private industries in terms of cost control, quality of work, and compliance with performance schedules. (5) Location of the planning and design producing elements of the firm in the geographical area and location of branch office within the ContinentalU.S. (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit the following, within 30 calendar days of this publication, in order to be received by this office and considered for selection: SF 254 -- "U. S. Government Architect-Engineer Questionnaire." SF 255 -- "Architect-Engineer and related services questionnaire" for the specific project.
