(1) gather and review the present collection of available information
and experiences with respect to the design and construction of coastal
residential buildings, (2) develop an illustrated manual containing
up-to-date information that local building, zoning, and floodplain
management code enforcement officials, as well as public and private
sector engineers, and architects can use that presents a uniform
national criteria for the design and construction of coastal
flood-prone residential buildings, and (3) using the material from the
manual, develop an interactive CD-ROM. The contractor will be required
to use the interorganizational review process, literature search and
state-of-the-art review, and other avenues to identify issues of
concern that are to be addressed in the manual. The manual will contain
the following elements: (1) scope of manual (2) current construction
methods in flood prone areas (3) protection methods (4) controlling
parameters for alternative selection (5) design methods and technical
feasibility (6) economic costs and cost effectiveness (7) The National
Flood Insurance Program Floodplain Management Regulations and Other
Applicable Codes, Standards, Regulations and Policies (8) multi-hazard
protection (9) case studies (10) bibliography, glossary and list of
resources (11) nomenclature of coastal construction terms and
technologies and (12) national flood insurance rates. The project is
divided into one base period and one option period. The base period
consists of the preparation of a Management Work Plan; literature
search and state-of-the-art review; support in the interorganization
review process; soliciting, obtaining and cataloging various comments
from interested parties regarding the manual; and the preparation of a
draft manual. The period of performance of base period shall be 425
days from the effective date of award. Option I consists of the
preparation of an interim draft manual; obtaining, soliciting and
cataloging various comments from interested parties regarding the
manual; preparation of the final draft manual; preparation of the final
manual text and camera-ready copy; and the preparation of an
interactive CD-ROM. The period of performance of Option I shall be 435
days immediately following the base period. The period of performance
of the entire project shall be 30 months from the effective date of
