material and equipment necessary to repair the Castle Williams roof, an
early nineteenth century structure located in New York Harbor on
Governors Island, NY. In addition to roof repair the proposed project
also includes tuckpointing and masonry repairs, painting and repairing
of historic wrought and cast iron railings and various window repairs.
Past performance as well as pricing shall be considered in evaluating
eligibility for award. Due to the planned closure of the Coast Guard
facility on Governors Island ferry service to the Island will be
greatly reduced thus limiting vehicle access to the Island. Pedestrian
access will be maintained via regularly scheduled Coast Guard vessels.
This Request for Proposals is being issued pursuant to the Small
Business Competitiveness Demonstration Program and is open to both
large and small business participation and its estimated between
$500,000.00 and $1 million. The applicable SIC Code is 1761. Plans and
specifications will be available ata non-refundable charge of $25.00
for the initial set and $15.00 for each additional set. Checks and
money orders are required and should be made payable to U.S. COAST
GUARD. Cash will not be accepted. Plans and specifications will be
available on or about 18 May 1997. For Minority, Women Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU)
has programs to assist minority, women owned and disadvantaged business
enterprises to acquire short term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against loses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000.00. For further information and applicable
forms concerning the Bonding Assistance Program and/or the STLP, please
