E-MAIL: Rebecca Wisser, remmons@pica.army.mil. The U.S. Army (TACOM-ARDEC) has an FY97 requirement for approximately 2,400 M2s, 2,200 M3s, 9,000 M4s and 329 M299s. Based on a change in the acquisition strategy for this requirement and the use of a performance specification, full and open competition will be utilized for this acquisition of the SLAM. The M2, M3, and M4 are hand emplaced munitions for rapidly deploying protective, tactical, and interdiction missions utilizing explosively formed penetrators. There are four modes of operation: mine mode-magnetic influence, side attack mode-infrared, timed demolition mode, and command detonation mode. The M2 and M4 have two secondary operating features namely Anti-disturbance and Anti-tamper. The basic differences between the M2, M3, and the M4, is that the M2 has a self-neutralization function, that M4 has a self-destruct function, and the M3 is a warhead only device that requires operator initiation using standard blasting caps. The M299 is totally inert and is used as a classroom trainer. The delivery schedule is as follows (completed delivery months after award): M2-8 months, M3- 10 months, M4-16 months, and M299-12 months. The proposed effort requires potential contractors to have knowledge and experience in the integration of electro-mechanical subsystems to achieve performance requirements suitable for use in military environments. Specific technology experience must be demonstrated including explosively formed penetrator technology, passive infrared technology, surface mount technology, lazer welding technology, and military fuzing technology. This program involves access to information defined as Militarily Critical Technology, subject to the restrictions of the Arms Export Control Act (Title 22 USC, Section 2751 et seq) or Executive Order 12470. Participation in this program may therefore be restricted to the industry of the United States. Offerors will be required to give an oral presentation of their technical proposal. Prospective contractors must possess a valid security clearance and classified storage capability. Only the unclassified portions of the solicitation will be provided on ProcNet. (0118)
