NAWCAD Patuxent River, St. Inigoes is seeking sources interested in providing a non-developmental item (NDI) Lightweight Tactical Automated Communications Control System (LTACCS). LTACCS will provide communications control, data communications, and data communications processing for selected small, military tactical units and Special Operations Force (SOF) units. LTACCS requirements are based on a small tactical message switch whose primary function is to control tactical radios and communicate data messages over tactical radio systems using MIL-STD-188-184 Data Controllers. Secondary functions include automatically and seamlessly communicating those data messages to/from the local operators, local operations personnel, and through available military and commercial communications systems to higher, supported, and supporting headquarters, activities, and agencies. The LTACCS shall: 1) automate the control of tactical radios which can be controlled; 2) control all data communications processing with assured operator control and oversight; 3) provide seamless automation for processing classified and non-classified data communications; 4) provide gateway processing and interfacing to military and commercial communications systems including AUTODIN, DMS, SIPRNET, NIPRNET, MSE, TRI-TAC, SCAMPI, and Internet; 5) provide automated message switching, protocol conversion, and message format conversion; 6) provide LAN services to local communications terminals; and 7) reduce the workload for the communication systems operators by automating manual tasks. The LTACCS shall be small, rugged, reliable, flexible, secure, high throughput, multi-modal, multi-protocol, advanced data communications processing and control system for the tactical environment. Two configurations are anticipated: 1) 19" Rack mounted in a small case configuration with a mounted height of less than 12 inches and is two-man carriable; and 2) a one man carriable, portable configuration with the same functionality as the rack mount configuration with less capability in terms of multiple ports, processing throughput, and storage capability.
