25401 63 -- UPGRADE OF SECURITY DETECTION SYSTEM SOL 21-97-G37TWV339 POC
Contracting Officer: Kathy P. Klein, PH: 304/264-2566 The Coast Guard
intends to procure, on a sole source basis, an upgrade of the current
C-III Starwatch (BTOS) security system with new C-IV Starwatch Security
System running on Windows NT. The original security system was
purchased in 1991 from DAQ Electronics, Inc, Piscataway, NJ. The Coast
Guard recently transitioned from a CTOS standard workstation
environment to Windows NT. The security upgrade is necessary for the
original BTOS system to run on Windows NT. This Starwatch upgrade is
believed to be the only reasonable and cost-effective solution. The
alternative is to buy a totally new security system at the Operation
Systems Center (OSC) in Martinsburg, WV. This acquisition is for the
following: (1) 1 Ugrade of existing StarWatch CIII to StarWatch CIV
Security System running under Windows 95, consisting of: CIV Software,
Engineering/Drafting/Wiring/Testing, Configuration, Factory System
Test, Field Startup Assistance, and Field Training, (2) 1 Upgrade from
Windows 95 to NT environment once NT is out of BETA testing expected
within 1 year, (3) 3 Upgrade to Indala ASR120 Readers for Main, Loading
Dock, and Quad doors, (4) 8 DAQ Electronics Leda 8/3 PCB including
installation/replacement, (5) 5 days of factory training for up to 2
persons to learn operator uses of StarWatch CIV applications, (6)
1-year maintenance contract consisting of 4 (1 day), quarterly visits,
and 2 (24 hour) response repair visits, (7) on-site training for 5
days to b held for all available system operators on use of StarWatch
CIV applications, (8) 1 server set-up charge, (9) 3 Workstation set-up
charges, (10) 1 Graphic generation consisting of 10 building graphic
sections depicting OSC alarms and sensors, (11) 1 DAQ Electronics
Intelligent Access Controller Module. The government requires delivery
within 30 days after contract award. Other firms who can furnish this
security upgrade are invited to submit clear and convincing data
substantiating their capability to furnish the entire requirement.
Vendors failing to provide complete information for an accurate
comparison will not be considered. Responses shall be addressed to the
