synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. Vendors should reference Request for
Proposal (RFP) GSC-TFGO-9706. The solicitation and incorporated
provisions and clauses are in accordance with the Federal Acquisition
Regulations through Federal Acquisition Circular 90-43. The Standard
Industrial Classification Code (SIC) is 3577. The General Services
Administration (GSA), Federal Systems Integration and Management Center
(FEDSIM) intends to procure on behalf of the Space and Naval Warfare
Systems Command (SPAWAR) for the Naval Telecommunications System (NTS)
system components as listed below. MANDATORY: CPU Boards, Quantity: 9
-- 50Mhz Intel 486 based CPU boards to be installed in UNISYS U6000/65
processor cabinets. Memory Upgrade, Quantity: 30 -- 64MB upgrade,
compatible with the existing memory and memory boards, to be installed
in UNISYS U6000/65 processors. OPTIONAL: Video Controller, Quantity:
9 -- Controller board compatible with the U6000/65 hardware and
software device drivers. Ethernet Controller, Quantity: 9 -- Controller
board compatible with the U6000/65 hardware and software device
drivers. SPAWAR requires the procurement and installation of RAM memory
upgrades and 50Mhz CPU boards to the Unisys Nova System installed at
nine sites world-wide. The NOVA/NTS system is a Unisys platform. The
security certification of the NOVA/NTS system must be maintained for
world-wide communications at a Secret and system high level of C2. The
need to maintain the certification determines the acceptable
hardware/software components that may be used on the NTS/NOVA system.
The Government intends to procure these components directly from Unisys
unless responses are received from other responsible sources. Proposals
from other sources will be evaluated on the basis of the following
criteria: Ability to meet Security Certification requirements as tested
at Joint Interoperability Test Command testbed, located in Clinton,
Maryland; Will not void COMSPAWARSYSCOM maintenance contract with
UNISYS; 100% Compatible with UNISYS U6000/65 hardware and software
device drivers The evaluation criteria listed above are of equal
importance. The Government anticipates awarding a task order to the
offeror whose proposal is the most advantageous to the Government,
price and other factors considered. Offerors are required to complete
and submit with its proposal the Representations and Certifications
required by the clause at FAR 52.212-3. The following clauses are
