LaVetta R. Berry Request for Proposals Qualified firms are invited to
submit written proposals to the Madison County Transit District (MCT)
to provide a Customer Information System (CIS), consisting of computer
software applications and hardware devices required to implement a
fully integrated, multi-modal ridesharing, fixed route transit and
paratransit scheduling and information program. Interested parties are
urged to contact LaVetta Berry, Administrative Secretary, at the
address and telephone number listed below, to obtain a proposal packet
containing detailed technical project specifications, proposal
instructions, terms and conditions and forms for response. To be
considered, five (5) copies of the proposal and all required
attachments must be enclosed in a sealed envelope and received by
DISTRICT at the address below no later than 4:00 p.m. CDT, on Friday,
June 27, 1997. Any proposal received after that time shall not be
considered, but shall be returned unopened to the proposer. Telegraphic
or fax submittals shall not be considered. Prospective proposers are
advised that any questions or comments pertaining to this solicitation
must be received in writing at MCT's offices no later than Friday, May
23, 1997. MCT will respond to all requests received in this manner
through an addendum issued to all parties who have made their interest
known to MCT. This will be the only opportunity for prospective
proposers or other interested parties to discuss the solicitation with
MCT personnel prior to the proposal opening date. The right is
reserved to accept any bid or any part or parts thereof or to reject
any and all bids. Acceptance of any bid is subject to concurrence by
the Illinois Department of Transportation and the United States
Department of Transportation. This RFP should not be construed as a
commitment of any kind whatsoever on the part of MCT to award a
contract, or to issue a notice to proceed to any proposer. MCT shall
not pay for any costs incurred by any proposer or other party to
prepare a proposal or investigate conditions pertaining to this
solicitation, nor shall MCT be liable for any costs incurred prior to
the execution of a contract and issuance of a formal notice to proceed.
Any contract offered by MCT pursuant to this RFP shall be subject to a
financial assistance contract between MCT and the Illinois Department
of Transportation (IDOT), acting on behalf of the U.S. Department of
Transportation. Up to eighty percent (80%) of the cost of this project
shall be funded by a Federal Congestion Mitigation and Air Quality
grant awarded to MCT. If, for any reason, all or part of the Federal
assistance is withdrawn, or if MCT is unable to secure a financial
assistance contract with IDOT, then MCT may withdraw this RFP and/or
terminate any contract or other commitment entered into, or perceived
as such by any proposer or vendor subsequent to this solicitation. MCT
has established a goal of ten percent (10%) for Disadvantaged Business
Enterprise (DBE) participation in this project. Any proposer selected
must certify compliance with Federal and State of Illinois DBE
regulations, and show evidence of good faith in assisting MCT to obtain
its DBE participation goal. Contractor will be required to comply with
all applicable Equal Employment Opportunity laws and regulations.
